Urban Forest Precinct Plans
The Urban Forest Strategy supports the development of urban forest precinct plans for all our neighbourhoods. Each plan sets out how we will increase canopy cover and biodiversity on land that is owned or managed by Council. Informed by the local community, the plans provide the background and context to the prioritisation of urban greening initiatives in each neighbourhood over the next 10 years.
Urban Forest Precinct Plans have been adopted for the following neighbourhoods:
| Neighbourhood | When adopted | Link(s) |
| Balaclava and St Kilda East | August 2025 | Precinct Plan (PDF 25.6MB) |

Design Toolkit
A design toolkit is included within the Appendices of the adopted Urban Forest Precinct Plans for Balaclava/St Kilda East, Albert Park/Middle Park and St Kilda/St Kilda West.
]his toolkit provides a framework – to identify the types of urban greening opportunities that could be included within streetscapes identified as being priorities for increased greening, along with streetscapes abutting redevelopment sites. It includes a general overview of possible design interventions and how tree form and sizing could be adjusted for specific types of streets. It includes concept diagrams that communicate the design intent.
The design toolkit can be applied across the municipality, with the designs providing a basis for detailed designs that will addressing site-specific conditions.
