The Victorian Government's Development Facilitation Program (DFP) manages the assessment and determination of certain state-significant planning applications and development proposals. The DFP sits within the Department of Transport and Planning and provides an alternative approval pathway for projects that deliver significant economic, housing, social or community benefits.

Where an application is being assessed through the Development Facilitation Program, the City of Port Phillip is generally given notice of the application and a stakeholder in the assessment process rather than the decision-maker.
Council can provide information about local planning controls and any council submissions that have been made.
