Supporting documents for parking permits
Before you apply
The documents you will need depend on the permit you want and your circumstances.
The person applying for the permit must provide documents issued in their name. For permits linked to a residential property, the applicant must live at that property.
Do not apply online on behalf of someone else. If someone needs help to apply, contact us to discuss options.
You can provide your documents in either of these ways:
- upload them when you apply through My Port Phillip
- bring them to one of our customer service counters if you apply in person.
We may ask for more information if your documents do not meet the permit requirements. This may delay your application.
Check your documents
Make sure each document is clear and complete.
Unless the requirements for your permit say otherwise, your documents must:
- show the permit applicant’s name
- show the address of the property covered by the application
- be dated within three months of the date you submit them.
The mailing address and property address must match the property covered by the permit. If a document has a different mailing address or a post office box, we may ask you for more evidence.
We may ask you to provide more information or verify your documents again.
Documents for resident, combined and foreshore permits
Resident, combined and foreshore permits have the same vehicle document requirements.
You must provide evidence that connects:
- you, as the person seeking the permit
- the vehicle
- the property covered by the permit.
Your evidence must show:
- your name
- the vehicle registration number
- the property address as the address where the vehicle is kept or garaged.
Choose the situation below that applies to you.
If the vehicle is registered in your name
Provide one of these:
- a VicRoads registration or renewal notice
- vehicle insurance documents
- a VicRoads vehicle transfer document.
The document must show:
- your name as the vehicle owner
- the vehicle registration number
- the property covered by the permit as the address where the vehicle is kept or garaged.
If you are the main driver but the vehicle is not registered in your name
Provide the vehicle insurance policy.
The policy must show:
- your name as an insured or listed driver
- the vehicle registration number
- the property covered by the permit as the address where the vehicle is kept or garaged
- a current issue date.
If your employer owns the vehicle
There are 2 documents you need:
- the vehicle registration certificate showing the company as the registered owner
- a signed letter on the employer’s official letterhead confirming that you are a current employee and the vehicle is for your exclusive use.
The letter must include:
- the company name and Australian Business Number
- the company address and phone number
- the date of the letter
- your name
- confirmation that you are a current employee
- the vehicle make and registration number
- confirmation that the company owns the vehicle
- confirmation that you are the vehicle’s primary driver
- confirmation that the vehicle is kept at your main home
- the address of the property covered by the permit
- the name and phone number of the person signing the letter.
A fleet coordinator, general manager, director or chief executive officer must sign the letter.
If you are a sole trader, or your company or trust owns the vehicle
Provide evidence that connects:
- the sole trader, company or trust
- the vehicle
- you, as the person seeking the permit
- the property covered by the permit.
Provide one of these:
- the vehicle registration certificate
- a contract of sale
- a VicRoads vehicle transfer document
- vehicle insurance documents.
You may also need to provide the company vehicle letter described in above.
Documents for a visitor permit
You must provide evidence that the property covered by the permit is your main home.
Your evidence must show:
- your name
- the property address
- the property as the service or supply address, where relevant.
Choose the housing situation below that applies to you.
If you own the property
Provide one of these:
- a gas, water or electricity bill
- a home and contents insurance certificate that lists you as the owner-occupier.
If you rent and your name is on the lease
Provide one of these:
- your current lease
- a bond transfer form
- a gas, water or electricity bill.
If you rent and your name is not on the lease
Provide a gas, water or electricity bill in your name.
If you cannot provide a utility bill in your name, provide both:
- a current rent receipt showing your name
- a witnessed statutory declaration from the leaseholder or landlord.
The statutory declaration must state:
- that you live at the property
- the property address
- the date you started living at the property.
Using a utility bill as proof of address
Your gas, water or electricity bill must be the most recent bill and must show:
- your name and postal address
- the property covered by the permit as the service address
- an issue date within the past 3 months.
Documents for a concession discount
Provide a valid concession card with your parking permit application if you are applying for a concession fee.
When you renew your permit each year, you must provide your concession card to continue receiving the concession discount.
The card must show:
- your name as the primary cardholder
- the same address as the property covered by the permit.
We accept:
- a Pensioner Concession Card issued by Centrelink, the relevant Victorian government department or the Department of Veterans’ Affairs
- a Health Care Card or Low-Income Health Care Card issued by Centrelink or the relevant Victorian government department
- a Commonwealth Seniors Health Card issued by Centrelink, the relevant Victorian government department or the Department of Veterans’ Affairs
- a Department of Veterans’ Affairs Gold Card, including:
- Gold Card War Widow
- Totally and Permanently Incapacitated Gold Card.
We do not accept:
- Seniors Cards
- student cards
- cards not included in the accepted list.
Documents for a foreshore club permit
A foreshore club permit is different from a foreshore permit and has separate eligibility and document requirements.
Provide both:
- an email from the club confirming that you are a current member
- a receipt showing that you have paid your membership fees.
Documents for a community service permit
A chief executive officer, manager or another senior representative of the organisation must apply for the permit.
Provide a letter on the organisation’s official letterhead.
The letter must include:
- why the organisation needs the permit
- the registration number of the vehicle that will use the permit
- the name and organisational role of the person who will use the permit
- how often the permit will be used each week
- the days and times it will be used.

False or altered documents
Do not submit false or altered documents.
The City of Port Phillip reports falsified documents to police under section 83A of the Crimes Act 1958. Making a false document with the intention that it will be accepted as genuine may be a criminal offence.
