Guide: Applying for a new parking permit

Visit the My Port Phillip online services page to get started.  You will need to create an account using your email address and a password.

Setup your account with preferred contact details and mailing address to save time during the parking permit application process

If this is your first permit at this property, please confirm that your property is eligible to apply for permits.  You can check your property entitlements on the 'Am i eligible for a parking permit?' webpage.
Before you start your application, we recommend saving your required identification documents to your computer or device ready to upload.
Residential parking permit applications do require supporting identification documents.

From the My Port Phillip home page, select 'apply for a new parking permit'.

If you are unsure which permit you are applying for, please review the parking permits webpage before making your selection.
Ensure you enter your address correctly and do not add any extra spacing if applying for an apartment or unit, e.g. 1207/3317 St Kilda Road, St Kilda and ensure you select the correct residential address from the property listing database.

Enter your vehicle registration details (visitor permit applications are not required to provide a vehicle registration and do not receive temporary digital coverage).
Please ensure you do not include any spaces in the registration and that you use capital letters as per your registration details.
This will ensure you receive temporary digital coverage for your vehicle once you have successfully lodged your permit.

If you hold an accepted and valid concession card, please select YES to the concession details question.

You will be asked to accept the following Terms and Conditions

I declare that:

• I am authorised to apply as per Council's Parking Management Policy.
• All information in this application is true and correct.
• I agree to comply with all permit conditions, local laws and all relevant legislation.
• I agree to display the permit correctly as per the direction of Council.
• I understand that an application for a Visitor or Temporary Permit does not cover any vehicle until the permit is received and physically displayed in a vehicle.
• I understand and accept that there may be additional fees to make changes to the permit.
• I understand and accept that a partial refund may only be provided if the permit has more than 6 months validity remaining and the permit is returned to Council.
• I will ensure that the permit is not sold, transferred or assigned to another party.
• I acknowledge that failure to comply with the conditions of the permit may result in cancellation of the permit, and/or a fine and/or legal action.
• Correspondence including renewal notices will be sent electronically to the email address linked to this permit. It is an applicant's responsibility to ensure contact details remain current and up to date at all times.
• I understand that personal information collected on this application is in accordance with Council's Privacy Policy and will be used solely by Council for this primary purpose or other directly related purposes. 

Select the attachments tab from the left hand side and add the required identification.

If you are uploading attachments from a computer or laptop, you can do so by selecting:

1. '+ Add' button
2. 'Add file'
3. 'local drive' and selecting your file location and the correct document
4. the attachment type that corresponds to the file selected and click 'OK'

Finally, add any other required files by repeating these steps until complete.

If you are uploading attachments from a mobile device, you can do so by selecting:

1. pencil image
2. '+ Add' button
3. 'Add file'
4. the correct format for document upload, either 'photo library' or 'browse' for other file locations on your device, or the 'take photo or video' camera option if you want to take a new photo of a physical document to upload
5. the attachment type that corresponds to the file selected and click 'done'

Finally, add any other required files by repeating these steps until complete.

Applicants who are required to pay a fee, will need to select the 'Pay Now' button in the top left corner, this will take them to the payment options.
Applicants who are not required to pay at this stage will need to select the 'Finalise and Lodge' button which will submit their application to Council.
