Why are we doing this?
The existing public toilet facilities at St Kilda Botanical Gardens are outdated, do not meet current accessibility or building standards, and are insufficient to support the growing number of visitors using the park—particularly around the popular playground area. This has led to limited access for some users, reduced service quality, and reliance on temporary facilities during peak periods.
This project will deliver a new, modern public amenities building that is safe, accessible, and designed to meet current and future community needs. The facility will provide inclusive access for all users, including fully accessible and ambulant amenities, and will improve overall capacity, functionality, and user experience.
In addition, the project includes upgrades to surrounding paths and connections to improve access to the new facility and support safe and convenient movement through the gardens. Together, these improvements will enhance the quality, accessibility, and usability of one of the city’s key public open spaces.
The impact
Construction of the new public toilet facility will result in some temporary impacts within the St Kilda Botanical Gardens.
During construction:
- Access to areas around the site (near the children’s playground) will be restricted
- Temporary fencing and site compounds will be in place
- There may be minor disruptions to pedestrian pathways and local movement within the park
Construction noise and activity will occur during working hours
Every effort will be made to minimise disruption and maintain safe access through the gardens wherever possible.
Alternative public toilet facilities will remain available within the surrounding area during construction.
These temporary impacts are necessary to deliver a new, modern and accessible public toilet facility that will significantly improve access, safety and the overall visitor experience for the community.
Objectives
The objective of this project is to deliver a new, modern and accessible public toilet facility within St Kilda Botanical Gardens that meets current standards and supports the needs of the community.
The project will deliver:
- A new public amenities building
- Male and female toilets
- Fully accessible (DDA-compliant) unisex toilets
- Ambulant all-gender facilities
- Upgraded pathways and connections to improve access
- Landscaping and site integration works
These upgrades will improve access, safety and inclusivity for all users, ensuring the facility can be used by people of all abilities. The increased capacity and improved layout will better support daily use, peak visitation and community events within the gardens.
The project will also enhance the overall visitor experience by providing high-quality, durable and well-designed amenities that are integrated with the surrounding heritage environment. This will contribute to a more welcoming, functional and accessible public space for the whole community
This project is part of Council’s ongoing commitment to maintaining and improving public infrastructure to better support a growing and diverse community. The new facility has been carefully designed to be durable, low-maintenance and responsive to the unique setting of the St Kilda Botanical Gardens.
The design reflects a contemporary architectural approach while respecting the heritage character of the gardens. Materials and finishes have been selected to ensure longevity, minimise maintenance requirements and blend with the surrounding landscape.
