Guide: Applying for a new parking permit
Setting up your My Port Phillip account
Visit the My Port Phillip online services page to get started.
You will need to create an account using your email address and a password.
Setup your account with preferred contact details and mailing address to save time during the parking permit application process

Applying for a Parking Permit
If this is your first permit at this property, please confirm that your property is eligible to apply for permits. You can check your property entitlements on the 'Am i eligible for a parking permit?' webpage.
Before you start your application, we recommend saving your required identification documents to your computer or device ready to upload.
Residential parking permit applications do require supporting identification documents.
From the 'My Port Phillip' home page, select ‘My Parking Permits’ and then either ‘Apply for a new parking permit’ or ‘Renew a current parking permit’.
If you are unsure which permit you are applying for, please review the parking permits webpage before making your selection.
Ensure you enter your address correctly and do not add any extra spacing if applying for an apartment or unit, e.g. 12/99a Carlisle Street, St Kilda.
Enter your vehicle registration details and state.
Visitor permit applications are not required to provide a vehicle registration and do not receive temporary digital coverage.
Please ensure you do not include any spaces in the registration and that you use capital letters as per your registration details.
This will ensure you receive temporary digital coverage for your vehicle once you have successfully lodged your permit.
If you hold an accepted and valid concession card, please select YES to the concession details question.
You will be asked to accept the following Terms and Conditions:
- I will notify Council of all changes pertaining to a parking permit
- I will return any parking permit I am no longer eligible to hold
- I understand and accept that a partial refund will only be provided if the refund criteria is met
- I understand and accept that there may be additional fees to replace and/or to make changes to a permit
- I agree to comply with all permit conditions, local laws and all relevant legislation.
- I understand it is a breach of the local law to sell, duplicate, transfer or assign another person a permit which has been issued to me
- I acknowledge that failure to comply with the conditions of the permit may result in cancellation of the permit, infringements and legal action.
- Correspondence including expiry notices will be sent electronically to the email address linked to this permit. It is a permit holder’s responsibility to ensure contact details remain current at all times.
- I understand that personal information collected on this application is in accordance with Council's Privacy Policy and will be used solely by Council for this primary purpose or other directly related purposes.
- I understand applying for a permit does not guarantee a permit will be issued.
- All information I have provided Council in relation to this application is true and correct.
Additional terms and conditions for applications for resident, combined or foreshore parking permits:
- The property I am applying at is my principal place of residence and I am eligible to apply as the permit holder and can meet the identification requirements.
- The property is not used for short stay accommodation or any other commercial purpose
- I understand Council will cancel any parking permits if Council are notified or otherwise become aware the permit holder is no longer residing at the eligible property
Additional terms and conditions for applications for temporary, community service and foreshore club parking permits:
- I understand Community Service, Tradesperson and Temporary Parking Permits are only valid when clearly displayed on a vehicle
- I understand Community Service Parking Permits and Foreshore Club Parking Permits may only be issued once all conditions are met and the permit holder has been declared eligible for a permit.
- I understand Council may take up to 5 business days to issue a Tradesperson or Temporary parking permit and once issued, they cannot be altered or refunded.
For a resident, combined or foreshore permit application, you will need vehicle identification.
For visitor parking permit applications, you will need residential identification.
If you hold a valid concession card, you will need to upload a copy of the card. Please check the requirements before applying for a concession permit.
After clicking the ‘Submit and Pay’ button users will be taken to the BPoint payment provider to enter their card details and complete application lodgement.
