Council works closely with a variety of programs who can provide support to owners who need assistance in caring for their pets.

A kinder approach

Our officers focus on taking a kinder approach, where we assist people who are struggling with the tools they need to do the right thing and look after the pets.

If you’re experiencing difficulties caring for your pet, the first step is reaching out to us for support. If you come to us, and work with us, there is a very low likelihood of a matter proceeding to enforcement.

In 2025, we provided free vet care for 20 pets, prevented 26 pet surrenders, desexed 9 cats for free and desexed 13 dogs for free*

Free Desexing and Microchipping for low-income cat and dog owners

The desexing program offered by City of Port Phillip is offered on a case by case basis. It is a service Council provides for residents who are facing financial or personal crisis. The vet care is provided by the Lost Dogs Home Veterinary Hospital. All fees are covered by Council.

The program includes desexing of dogs and cats, microchipping, a general health check, vaccinations and nail clipping. Transport to the vet is also included.

We understand however that many situations differ, and a resident may not qualify for a concession but be facing alternative difficulties, such as Domestic Violence, complex living situations, and other financial or personal hardship.

This program is only available for residents of the City of Port Phillip.

Home Together Program

The Lost Dogs' Home's Home Together Program helps to keep pets with their families in times of crisis or hardship.

The Program aims to support as many animals as possible to remain with their owners in loving homes, where this is the best outcome for the pet and for the pet owner. We understand that crisis can happen to anyone, that being separated from a beloved pet can cause significant distress, and that people can move through crisis with the right support. The Program is led by the Lost Dogs' Home's Pet and Family Advocate, a qualified social worker.

When a pet owner is referred to the program, the Pet and Family Advocate will work with the owner to understand their needs and assist with linking them to support services.

Free Dog Training

Join a free group training session with your dog in one of our local parks. The interactive one-hour session is run by experienced trainers from The Lost Dogs’ Home, specialising in dog behaviour. These sessions will help you and your dog build a stronger bond while learning essential training techniques.

You will learn valuable skills such as:

  • clicker training
  • attention cues
  • hand targeting
  • luring
  • recall
  • loose lead walking.

The trainers also cover practical topics like how to teach new skills effectively and introduce fun exercises, to keep your dog engaged and motivated.

Sessions are run quarterly. If there are no events currently open for booking, you can email pets@portphillip.vic.gov.au and we'll put you on the list to let you know when the next event is announced.

 

Surrendering a pet to Council

We understand that sometimes life circumstances can put us in a position where we can no longer care for our pets. If you're unable to continue caring for your pet, Council can facilitate a surrender. Through the Lost Dogs' Home, the animal will be assessed, be checked by a vet and proceed to their rehoming pathway.

It’s important to understand that not all animals will be suitable for rehoming. Our team work closely with behavioural and vet professionals to ensure each animal is given the best opportunity to thrive in a new home.
