When you apply for a new parking permit we need to see proof that you:

  • live at the eligible property (proof of residency)
  • own the vehicle or that it is your company car
  • have a valid concession card.

Proof of residency

When you apply you must provide one (1) of these documents. Make sure it shows your name and the address of the property you are applying for the permit at. We don’t accept a drivers licence as residential ID.

Property owner

  • rates notice – postal address must match property address
  • utility bill (gas, water, electricity) – issued in last 3 months, service and postal address must be the same
  • Home and contents insurance document where the insured property and mailing address are the same
  • current healthcare, pension, DVA or War Widows card.

Renting with name currently on lease

  • current lease (must be signed)
  • bond transfer form
  • utility bill (gas, water, electricity) – issued in last 3 months, service and postal address must be the same
  • current healthcare, pension, DVA or War Widows card.

Renting but name not on lease

  • utility bill (gas, water, electricity) – issued in last 3 months, service and postal address must be the same
  • copy of the lease (must be signed) and a witnessed statutory declaration from the lease holder. The ‘stat dec’ must state that you are residing at the property and the date that you became a resident
  • current rent receipt showing your name
  • letter of tenancy signed by your landlord along with a copy of the landlord’s rates notice
  • current healthcare, pension, DVA or War Widows card.

Proof of vehicle ownership

In addition to residential identification, you are required to submit vehicle identification when applying for a registration-based parking permit (this includes resident, combined and foreshore parking permits).

Documents we accept

Registered owner of the vehicle

  • Registration certificate or renewal notice (if you have an online account with VicRoads, you can access a PDF statement via the notifications section of your account)
  • Contract of sale document (must show vehicle registration)
  • VicRoads vehicle transfer document (signed)
  • Copy of insurance documents
  • Traffic infringement letter

Note: these must show your name, vehicle registration and the address you are applying for the permit at.

The primary driver, but not the registered owner of the vehicle

Copy of insurance documents – must list your name as a driver and have the garaging address as the property you are applying for the permit at.

Applying for a company-registered vehicle

  • A signed letter from the company on official letterhead.  The letter must state the vehicle registration, confirm you are the primary driver of the vehicle and confirm it is housed at the address on the application.
  • If you are the company director, you must also include one of these: registration certificate, contract of sale, or VicRoads vehicle transfer or insurance documents

Concession cards we accept

The address details on your concession card must match the property address of your permit application and you must be the primary cardholder.

When you apply, show us your:

  • Pensioner Concession Card – must be issued by Centrelink, Department of Health and Human Services or Department of Veterans’ Affairs
  • Health Care Card and Low Income Health Care Card - must be issued by Centrelink or Department of Health and Human Services
  • Commonwealth Seniors Health Care Card - must be issued by Centrelink, Department of Health and Human Services or Department of Veterans’ Affairs
  • Department of Veterans’ Affairs (DVA) Gold Cards, including:
    • Gold Card - War Widow (WW)
    • Totally and Permanently Incapacitated (TPI)

Please note: we do not accept Seniors Cards, Student Cards or any other card not listed above.
