Why are we doing this?

St Kilda Pier is being upgraded by Parks Victoria. We’ve recognised that there’s a great opportunity to extend their design, revitalise and upgrade the surrounding foreshore area and develop connecting paths between the promenade, park and other visitor attractions.

By adding to and extending their original upgrade works, we’re expecting to improve accessibility, community and commuter safety and the overall user experience of the pier and surrounds.

The impact

The key features of the Concept Plan include:

  • Extension of the St Kilda Pier to Jacka Boulevard to create an iconic visitor entrance to the St Kilda foreshore precinct.
  • Improved maintenance and emergency services vehicle access to the new pier entrance.
  • Feature palm tree planting along the new pier entrance.
  • Improved greening with new garden bed planting and additional tree planting to provide shade and minimise the urban heat island effect.
  • New improved vehicle entry and exit into the existing St Kilda Sea Baths car park.
  • Provision of tour bus drop off and pick up zone along the Jacka Boulevard.
  • St Kilda Promenade (Bay Trail) safety upgrade.
  • Extension of the public lighting north of the Pier along the new section of the St Kilda Promenade.
  • Reinstatement of the southern edge of Catani Gardens with lawn and pathways, reflecting the original historic layout of the gardens.
  • Upgraded stormwater drainage to mitigate current and future flooding.

Objectives

To create an iconic setting for the new pier, a new green space and pedestrian plaza to replace a section of the St Kilda Sea Baths car park (where the existing car park entry is located) which will boost the natural shade and vibrancy of the foreshore area.

Project update

Community Engagement (Stage 1)

In October 2017, as part of St Kilda Pier Redevelopment project, Parks Victoria asked the community how they used the site and for ideas/aspirations to improve the entrance to the pier.

The community said that:

  • The current pier entrance is underwhelming.
  • The entrance should be an invitation to discover the pier, penguins and local history.
  • Create a landscaped, broader entry point to the pier.
  • New landscaping could consider the reinstatement of the old pavilion.
  • Additional seating would be appreciated.
  • Improve lighting to improve connection and safety perceptions.

In December 2021, Parks Victoria agreed to deliver an extended landside section that connects the pier to the promenade (Stage 1). Works will commence following the completion of the new St Kilda Pier in late 2024.

Engagement on the draft concept design (Stage 2)

The Engagement Summary Report is now being finalised and will be released to the community when it is presented to Councillors at a Council Meeting. The date is still to be confirmed, but will likely be in April 2024. We will share a report of these findings on this page at that time.

Next Steps

We will review your feedback and make changes to the Darft Concept Plan based on your comments. The design will be finalised by July 2024 and construction will begin in 2025.
