Why are we doing this?
St Kilda Pier was upgraded by Parks Victoria. We recognised this as a great opportunity to extend their design, revitalise and upgrade the surrounding foreshore area and develop connecting paths between the promenade, park and other visitor attractions.
By adding to and extending their original upgrade works, we are improving accessibility, community safety and the overall user experience of the pier and surrounds.
The impact
The key features of the upgrade include:
- Extension of the St Kilda Pier to Jacka Boulevard to create an entrance to the St Kilda foreshore precinct.
- Improved maintenance and emergency services vehicle access to the new pier entrance.
- Feature palm tree planting along the new pier promenade
- New improved vehicle entry and exit into the existing St Kilda Sea Baths car park.
- Provision of tour bus drop off and pick up zone along the Jacka Boulevard.
- Extension of the public lighting north of the Pier along the new section of the St Kilda Promenade.
- Reinstatement of the southern edge of Catani Gardens with lawn and pathways, reflecting the original historic layout of the gardens.
- Upgraded stormwater drainage to mitigate current and future flooding.
During construction:
- Pedestrian detours, traffic controls and parking management measures will be implemented to ensure public safety and minimise disruption.
Objectives
To create an iconic setting for the new pier, a new green space and pedestrian plaza to replace a section of the St Kilda Sea Baths car park (where the existing car park entry is located) which will boost vibrancy of the foreshore area.
Project update
The St Kilda Pier Foreshore works to be constructed by City of Port Phillip are expected to commence in August 2025.
This project will complete the works commenced by Parks Victoria to create an iconic public space, extending the entry to St Kilda Pier from Jacka Boulevard.
The project includes a paved plaza extending from the pier to Jacka Boulevard, additional planting and seating nooks to the edge of Catani Gardens, increased green space through the relocation of the entry to the Sea Baths carpark, and includes wayfinding and safety improvements to the Bay Trail.
St Kilda Pier foreshore development is being supported by the Australian Government through the Thriving Suburbs Program and the Victorian Government for foreshore works as part of the pier redevelopment. The remainder is being funded by City of Port Phillip. The project is an excellent example of collaboration between Parks Victoria, Department of Transport and Planning, the Australian Government and local government.
Importantly, the investment in relocation of the car park entry and exit is a key element of the final design, as it both enables the creation of the plaza style entry to the precinct and represents a valuable investment in council infrastructure.
Funding for the investment in the car park works is underpinned by the revenue arrangements related to the car park currently in place with the Sea Baths. We estimate City of Port Phillip will recover the investment in this specific element of the project within less than five years.
The illustrations show an artist impression of the extension of St Kilda Pier to Jacka Boulevard. In addition to this design, there are two options which include removal of the redundant kiosk located on the site, additional integration works and a further option to include two exit lanes from the carpark.
We anticipate that the construction works will commence in August 2025 and construction will be completed in February 2026.
