Why are we doing this?
Structure plans are a way in which Councils can manage and plan for the outcomes of population growth for a particular area.
Structure plans look at all aspects of a place. In developing the structure plan, we have gained diverse views and insights from the community and identify what makes this area a great place to live, work and play.
The impact
Structure plans play an important role in setting out the long-term strategic vision for the center and an action plan on how it will be achieved, in accordance with State Government planning policy. This Structure Plan will be implemented over a 20-year period from 2024 to 2044.
Objectives
The South Melbourne Structure Plan will:
- establish a vision and framework for the long-term future growth, development and character of the South Melbourne precinct.
- ensure that infrastructure, public space and transport provision meet the needs of a growing and changing population, including the flow-on effects from development in surrounding areas.
- identify a set of outcomes and strategic directions to deliver the vision and framework for the future development of the South Melbourne precinct.
Amendment C219port (Implementation of South Melbourne Structure Plan)
We are currently seeking feedback on Amendment C219port, which proposes to implement the South Melbourne Structure Plan into the Port Phillip Planning Scheme.

Council adopts South Melbourne Structure Plan
Thank you to everyone who provided feedback on the draft South Melbourne Structure Plan.
At the Council Meeting on Wednesday 21 August 2024, Council decided to:
- adopt the South Melbourne Structure Plan, and note the consultation undertaken and the response to submissions in the preparation of the final South Melbourne Structure Plan.
- commence Planning Scheme Amendment C219port to implement the relevant recommendations of the South Melbourne Structure Plan into the Port Phillip Planning Scheme. The Amendment process requires formal notice to be given which will result in further engagement with the community, stakeholders and landowners.
