Delegated Committees at The City of Port Phillip

Council has the following Special Committees established under Section 86 of the Local Government Act 2020.

Council may by Instrument of Delegation, delegate any of its functions, duties or powers under the Local Government Act 2020 or any other Act.

Planning Committee

Formal decision making body on all matters related to city planning.

Advisory Committees at The City of Port Phillip

As part of its commitment to good governance, quality decision-making and community participation, the City of Port Phillip has a range of committees with community representation.

Each advisory committee is governed by a Terms of Reference. 

At the 19 November Council meeting, Councillors resolved to proceed with the community cohort advisory committee model, reconstituting the below advisory committees for the remainder of the Council term: 

  • LGBTIQA+ Advisory Committee 
  • Multicultural Advisory Committee 
  • Older Persons Advisory Committee

Councillors also resolved to establish a Disability Advisory Committee. Recruitment for Council's advisory committees will take place over the coming months. 

Council Committee Framework 

At the19 November 2025 Council Meeting, Council endorsed the Council Committee Framework.  

The Council Committee Framework was developed to provide clear guidance on the establishment of each type of council committee including their purpose, scope, and objectives.

The framework establishes a set of consistent standards relating to engagement practices, effective contribution to Council’s long-term vision and priorities, committee practices across Council, clarify roles and responsibilities, promote inclusive participation, and align committee activities with Council priorities. 

The respective Terms of Reference documents for each of the below committees/groups will be developed in accordance with the Council Committee Framework.
