Community safety and social cohesion
Port Phillip Council will continue to make every effort as we work to solve the concerns expressed by many residents and traders around community safety.
The opportunity
Creating a safe, inclusive community is a shared responsibility, one that requires coordinated, well-funded action across all levels of government. The City of Port Phillip is calling for urgent intervention from both Federal and State Governments to address growing concerns around community safety and to actively promote social cohesion.
We believe that inclusion and safety go hand-in-hand. Addressing the root causes of social disadvantage, rather than just the symptoms, is essential to building a resilient and connected community. By investing in targeted interventions and resources, governments have the opportunity to enhance public safety, reduce crime, and foster a more welcoming environment for all residents.
City of Port Phillip is ready to partner with government to deliver real outcomes that make a meaningful difference in people’s lives.
Why we're advocating

Acland St Plaza
This initiative aims to tackle several pressing issues that impact the amenity, safety, and appeal of our high streets and other areas. Key concerns include:
- Crime associated with drug and alcohol abuse: Theft, violence, and other criminal activities linked to substance abuse are prevalent, affecting the community’s sense of security.
- Perceptions of safety: Many community members feel that effective action is not being taken to address antisocial behaviours, poor mental health, and disadvantage.
- Rise in racism and antisemitism: An increase in racial discrimination and antisemitic incidents, as well as graffiti, highlight the need for targeted interventions to combat hate crimes and promote social cohesion.
What we're asking for
To effectively address these issues, Council proposes a coordinated and well-resourced approach. Key activities and projects for consideration include:
These measures will help create a safer, more inclusive community, addressing both immediate safety concerns and long-term social cohesion goals.
