What documents do you need to apply? 

You can only apply for parking permits at your principal place of residence.

You will need to provide identification as per the tables below.

Residential documentation for Visitor Parking Permits must be current and issued within the last three months of receipt. If the documentation is in your partner or housemate’s name, they should apply for the permit instead.

If your residential documentation has an alternative address or a PO Box listed as the mailing address (even if the service address is the property address), we will request additional documentation to support the application. 

Note: landlords are not entitled to apply for registration based or visitor parking permits for personal use or on behalf of tenants.

Proof of vehicle ownership for registration based permits

You are required to submit vehicle identification when applying for a registration-based parking permit (this includes resident, combined and foreshore parking permits).

You must provide one (1) of the following documents with your application - choose from the list below that best applies to your circumstances.

Registered owner of the vehicle

  • VicRoads registration certificate or renewal notice (both sides must be uploaded)
    Hint: if you have an online account with VicRoads, you can access a PDF statement via the notifications section of your account
  • Completed VicRoads vehicle transfer document (must be signed and include residential address for property you are applying at)
  • Copy of vehicle insurance documents

Note: the document must show your name, vehicle registration and the residential and garaging address must be detailed on the document.  

The primary driver,
but not the registered owner of the vehicle

  • Vehicle insurance documents

Note: the document must show your name as a listed driver, the vehicle registration and the residential and garaging address must be detailed on the document and match the property you are applying at.

Applying for a company-registered vehicle

  • A signed letter from the company on official letterhead (must include the ABN) issued by the Fleet Coordinator, General Manager, Director or CEO.  The letter must confirm you are an employee of the company and the vehicle is owned by the company, include the vehicle registration, confirm you are the primary driver of the vehicle and confirm it is housed at the address on the application and have contact details for verification.  Note: the letter must be able to be verified with an employee of the organisation other than yourself.  Please note we may request additional documentation to confirm the vehicle is owned by the company prior to approving the parking permit application.
  • If you are a sole trader or the vehicle is owned by a company or trust you must also include one of these: registration certificate, contract of sale, or VicRoads vehicle transfer or insurance documents to demonstrate the vehicle is owned by the company and to confirm the links to the company, the applicant and property address.

Note: You may be required to provide additional residential identification for your registration-based application if you have not provided this before. We will contact you via email if this information is required.

Proof of residency for Visitor Parking Permit applications

When you apply for a Visitor parking permit, you must provide one (1) of these documents.

Note: This must show your name and the residential address for the property eligible for this permit.

If you utilise a PO BOX for your mailing address, we will require additional residential identification.  In these cases, we find home and contents or contents insurance is the best option. 

We don’t accept a driver's license as residential ID.

  • utility bill (gas, water, electricity) – issued in last 3 months, service and postal address must be the same
  • Home and contents insurance document where the insured property and mailing address are the same

Renting with name currently on lease

  • current lease (must be signed)
  • bond transfer form
  • utility bill (gas, water, electricity) – issued in last 3 months, service and postal address must be the same
  • contents insurance document where the insured property and mailing address are the same

Renting but name not on lease

  • utility bill (gas, water, electricity) – issued in last 3 months, service and postal address must be the same
  • current rent receipt showing your name and a witnessed statutory declaration from the lease holder or landlord and the tenant. The ‘stat dec’ must state that you are residing at the property and the date that you became a resident

Concession cards (if applicable)

The address details on your concession card must match the property address of your permit application and you must be the primary cardholder.

  • Pensioner Concession Card – must be issued by Centrelink, Department of Health and Human Services or Department of Veterans’ Affairs
  • Health Care Card and Low Income Health Care Card - must be issued by Centrelink or Department of Health and Human Services
  • Commonwealth Seniors Health Care Card - must be issued by Centrelink, Department of Health and Human Services or Department of Veterans’ Affairs
  • Department of Veterans’ Affairs (DVA) Gold Cards, including:
    • Gold Card - War Widow (WW)
    • Totally and Permanently Incapacitated (TPI)

Please note: we do not accept Seniors Cards, Student Cards or any other card not listed above.
