Outdoor events and markets

If you're organising an outdoor market or large event in any of the City of Port Phillip’s public open spaces, you will need event permits. Permits ensure public safety and amenity in public spaces, and assist in the sustainable management of our parks and foreshore.

Due to the evolving COVID-19 situation in Victoria, Council will be following the directions from the Victorian and Australian Governments and Health Department.

All eased restrictions and the proposed dates are subject to the advice of Victoria's Chief Health Officer and the continued and effective management of the spread of COVID-19.

Port Phillip Council aims to plan, attract and direct events to ensure our City is welcoming, healthy, safe and vibrant for all. It is commonly recognised and accepted that events bring a wealth of benefits to a community, from health and wellbeing of residents through to economic development for local businesses, cultural vibrancy and social engagement.

A card fee applies to all applications.

Event permits

Any event attracting over 200 people or with significant infrastructure will require a permit. Events including a:

*Major events attracting large numbers or requiring significant road closures may be required to apply through an annual Expression of Interest.

All outdoor events and activities are assessed using the Events Strategy and Outdoor Events Policy.

A COVID-19 Safe Plan will be requested as part of the permitting process. 

Any community, commercial, trader or civic group wishing to activate a laneway needs to apply for this permit.

Short-term market permits

Short-term markets (less than four dates) can apply throughout the year.

A COVID-19 Safe Plan will be requested as part of the permitting process.

Long-term market applications must apply through the annual Expression of Interest process. Details can be found in the Event and Market Guidelines (PDF 716 KB).
