Disabled Parking Permits

There have been changes to the Disability Parking Permit Scheme in Victoria to align with the Australian Disability Parking Permit Scheme.

From 22 March 2021, we moved to the Accessible Parking Permit (APP) Scheme. We now issue the following parking permits:

  • Australian Disability Parking (ADP) Permit – formerly the Category 1 Blue Disabled Permit
  • Double Time (DT) Permit – formerly the Category 2 Green Permit
  • ADP Organisation Permit – formerly Blue Organisation Permit.

The Victorian Government is introducing a new disability parking system known as the Accessible Parking Permit (APP) scheme to create a simpler, consistent and fairer process across Victoria.

This means that our residents and organisations who require a new permit, or need to renew or replace a permit will need to apply with the new application process.

Improvements to the Scheme

  • Introduction of temporary permits for 6, 12 or 24 months.
  • Increased permit length from 3 years to 5 years for individuals.
  • Introduction of a permanent disability classification, so reassessments are not required for future permit renewals.
  • A new single and secure state-wide permit design that will be used throughout Victoria.
  • The inclusions of occupational therapists, in addition to GPs, to assess your eligibility for a permit.
  • Double Time (green permits) and permits for organisations will continue under the new scheme.

New permits

There are two new types of permits available under the Accessible Parking Permit Scheme:

  • Australian Disability Parking Permit – allows you to park in a disabled person parking bay and park in an ordinary parking bay for twice the time limit specified in any state in Australia
  • Victorian Double Time Accessible Parking Permit – only allows you to park in an ordinary parking bay for twice the time indicated by any signage throughout Victoria

Applying for a new or renewing an Individual Permit

1. Start your application online

Visit the accessible parking permit website to start your application. Once submitted you’ll receive an application reference number via SMS*
*To apply or renew online, you will need to provide a mobile phone number.

If you do not have a mobile phone, please ask your carer, family member or friend who does have a mobile phone to help you with your application. All future notifications about your permit will be sent to this mobile phone.

A paper application form is also available for those who do not have a mobile phone. This is available by contacting ppa@portphillip.vic.gov.au or by visiting an ASSIST customer service counter.

2. Visit your GP or occupational therapist

Take your reference number to your GP or occupational therapist. Your GP or occupational therapist will complete an online assessment and submit your application.

3. Receive the permit

If you selected to receive your permit via mail (please note PO BOX's are not accepted), your permit will be sent to you directly. If you opt to collect your permit from one of the ASSIST customer service counters, you will receive a notification when it's ready to be collected.

Please note: you will need to provide the required identification to collect the permit.

Applying for a new or renewing an Organisational Permit

1. Start your application online

Visit the accessible parking permit website to start your application.

2. Get your application reference number

You’ll receive an application reference number via SMS and email.

3. Collect your permit from Council

If your application is successful, you’ll pick up the permit from the Council. You will need to bring along supporting documentation when collecting your permit.

Existing Disability Permits for individuals

Category 1 Blue Permit and Category 2 Green Permit

An individual is entitled to hold only one disability parking permit in Victoria. Additional copies are not available.

The permit:

  • Must only be displayed when the vehicle is being used to transport the individual to whom the permit was issued. The permit cannot be used if the permit holder is not travelling in the vehicle.
  • Must be clearly displayed so the permit number and expiry date are visible from the exterior of the vehicle.
  • Does not permit parking in restricted locations such as Clearways, No Stopping, No Parking, taxi only, bus zone, and authorised resident areas.

Conditions of use: Category One Permit (Blue)

The Blue permit authorises the permit holder to:

  • park in designated disability parking bays
  • park for twice as long as indicated by the parking sign
  • park in a paid parking zone within the Port Phillip without paying the required fee.

To be eligible for a Blue permit, you must meet one of the following:

  • A medical practitioner must confirm that an individual has a significant ambulatory disability and they cannot access a vehicle in an ordinary parking bay, or they are required to use a complex walking aid that prevents access to a vehicle in an ordinary parking bay. A complex walking aid is defined as an aid which has more than one contact point with the ground.
  • A medical practitioner must confirm that an individual has either an acute or chronic illness in which minimal walking may endanger their health.
  • A specialist medical practitioner or clinical psychologist must confirm that an individual is an extreme danger to themselves and others in a public place without assistance by a carer.

Conditions of use: Category Two Permit (Green)

  • The Green permit authorises the permit holder to park for twice as long as indicated by a permissive parking sign
  • To be eligible for a Category Two permit, a medical practitioner must confirm that an individual has a significant ambulatory disability or severe illness which does not affect their ability to walk, but does require rest breaks when continuous walking is undertaken

Note: Category Two Permits are not exempt from paid parking fees.

Existing Disability Permits for organisations

These permits are for organisations transporting individuals who live in Port Phillip. Eligible organisations will receive a permit for 12 months.

There is no fee for an Organisational Disabled Parking Permit.

The permit:

  • Must be clearly displayed so the permit number and expiry date are visible from the exterior of the vehicle.
  • Does not permit parking in restricted locations such as Clearways, No Stopping, No Parking, taxi only, bus zone, 1/2P, 1/4P and authorised resident areas.

This permit authorises the permit holder to park:

  • in designated disability parking bays
  • for twice as long as indicated by a permissive parking sign
  • in a paid parking zone within the City of Port Phillip without paying the required fee.

Disabled Permit for organisation types

There are four permit categories for organisations:

  • Code A: driver or passenger with a disability
  • Code B: passenger only with a disability
  • Code C: organisation providing a transport service, such as a bus service, for large groups of people with disabilities
  • Code D: temporary permit.
