When is a Vehicle Crossing permit required?
A permit is required for the installation of a new Vehicle Crossover (driveway). A new driveway can only be installed with City of Port Phillip approval as the care and management of roads, on behalf of all residents, belongs to council. Several issues are considered before a permit can be issued, such as whether the property is in a heritage area, if other services are affected, public safety and pedestrian movement.

- Complete the application form.
This application must be applied for 14 business days prior to the commencement of works. No assessment will be undertaken unless all necessary supporting information and documentation are provided. The completed Vehicle Crossing Application Form should be returned to the Council's Development Permit's Coordinator, located at the St Kilda Town Hall at 99a Carlisle Street, South Melbourne. - Application fee = $75.00
- Permit fee = $140.00
- Total = $215.00
Payments are accepted via credit card, cheque or money order. Cash and EFTPOS payments are also accepted at St Kilda and Port Melbourne Town Halls or 222 Bank Street, South Melbourne.
Note: A permit will not be issued until full payment of the application and permit fee has been received. Should the permit be issued, the installation of the crossover is at the property owner's expense.
