Vehicle Crossing Permit / Temporary Crossing Permit
Definition?
A vehicle crossing or crossover is an access point to enable a vehicle to cross from the road to an abutting property.
Introduction?
In accordance with the Local Government Act 1989, Schedule 10, Council may permit or require a person to construct, maintain, repair or re-construct a vehicle crossing over any footpath or channel next to a road to enable a person using the road to have access to the land on the other side of the footpath or channel. Further, in accordance with Council Local law No: 3 Clause 34, (1), A person must not, without a permit, construct a temporary or permanent vehicle crossing.
When is a Vehicle Crossing Permit Required?
A Vehicle Crossing Permit must be obtained for the installation of new vehicle crossovers or repairs/alterations to existing vehicle crossovers. Several issues are considered before a permit can be issued, such as whether the property is in a heritage area, impacts on services, infrastructure and public assets, safety impacts on pedestrians, road users and the public, and on street parking availability and demand for the area. All application sites are inspected and referred to the Planning, Traffic Management, and infrastructure departments for assessment before a permit can be approved.
Applying for a Vehicle Crossing Permit
The applicant is required to:

Complete the Vehicle Crossover Application;

Provide a detailed site plan/drawing (scaled 1:200) of the proposed vehicle crossover showing all physical constraints (posts, poles, infrastructure, street trees); including the proposed location of the crossover;and internal dimensions of the parking space

Provide a copy of current Public Liability Insurance;

Refer to the follwong CoPP Standard Drawings for: Vehicle Crossing SD4101D Type 1, Buestone Vehicle Crossing SD4103B Right.Of.Way, Bluestone vehicle crossing SD4102A Heritage area and Bluestone vehicle crossing SD4103D Non-Heritage area;

A Planning Permit may also be required if the site is located within a Special Building / Heritage Overlay or located within a Road 1 Zone, (VicRoads maintained arterial/highway). If a Planing Permit is required you must obtain a Permit and Endorsed Plan before lodging this Vehicle Crossing Application

When is a Temporary Vehicle Crossing Permit Required?
A Temporary Vehicle Crossing permit must be obtained to allow a temporary access point for vehicle/s to cross from the road to an abutting property during the period of building work. A Temporary Vehicle Crossing can be constructed of timber panels, however, only for a maximum period of six (6) weeks. A Temporary Crossing in excess of six (6) weeks to be of semi-permanent construction. For further information please contact our department on (03) 9209 6216.
Applying for a Temporary Vehicle Crossing Permit

Complete the Temporary Vehicle Crossover Application;

Applicable costs for alterations to public assets or infrastructure
Payment
Application fees must be paid upon application otherwise the application will not be accepted. If the assessment of the application determines that it is appropriate to issue a permit, all remaining permit fees and charges must be paid prior to the permit being issued. Please find attached CoPP Payment Form.
How Long Will an Application Take to Assess?
Applications take 15 business days to assess provided no further information or changes are required. Works must not commence without a permit.
