Request for proposal (2005)
This RFP was provided to the three short listed consortia in August 2005. The consortia were:
- Babcock and Brown with Citta Property Group (BBC)
- R-Corporation with John van Haandle
- St Kilda Creative Hub (comprising Mirvac and after subsequent approval, interests associated with the Fox family, David Goldberger and David Wieland).
The Council is publicising this document on the Port Phillip website in the interests of providing information to the public that is not commercial in confidence.
These documents were developed under the auspices of the SKE Committee which has membership comprising state government officers, Councillors, council officers and independent members.

Urban Design Framework (2004)
The St Kilda Foreshore Urban Design Framework (UDF) is a strategic planning document to guide the renewal of St Kilda's significant foreshore area. It provides a detailed analysis of the study area and incorporates a set of objectives, opportunities, proposals including the community's aspirations for the area.
