Temporary Food Stalls City of Port Phillip logo

Festivals, events & markets

Should you wish to participate in an organised festival and sell food, either for commercial benefit or for charity, you are required to register your stall with the Health Services Unit. All temporary food stalls are required to be registered with council under the Victorian Food Act.

Our 7 seconds download via 56K modemGuide for Temporary Food Premises or Stalls (Festivals, Events, Markets) provides information about how to apply for registration.

Included in this document:

  • The council Health Services Unit's requirements for temporary food premises / stalls
  • Requirements for food supply and transport to the event
  • Food handling and hygiene guidelines
  • Requirements for food preparation and temperature measurements
  • An application for temporary registration form
  • A questionnaire - which must be completed for registration and the event to take place.

It is now required for the event coordinator to register the event with the Health Services Unit. The Food Safety Program template for community food events should be completed by the event coordinator and submitted to the council along with the application form at the back of the council's guide for temporary food premises at festivals, events and markets.

Community events template

The event coordinator completes the template to create a food safety program then ensures the instructions in the program are carried out by people volunteering at the event.  The event coordinator can distribute information from this template to stallholders to help prepare safe food.

Businesses participating in the event must satisfy the event coordinator that they are following instructions or are using a module of their food safety program that covers off site events.

An events Food Safety Program template is available from the council's Health Services Unit or by visiting www.health.vic.gov.au/foodsafety.
