Sustainable Value (Best Value) City of Port Phillip logo


The City of Port Phillip has 'badged' its Best Value Program as the 'Sustainable Value Program' with a formal review of services being a key element.

 

The Best Value approach will enable the City of Port Phillip to determine the most effective means of providing a service to the community.

Actively responding to Best Value is a legislative requirement of all Victorian governments. In December 1999, the Compulsory Competitive Tendering (CCT) provisions of the Local Government Act were repealed and replaced with the Best Value Victoria provisions.

Through Best Value, Council is required to report to the community at least once a year on our performance against the Best Value principles.  

The City of Port Phillip 'badged' its Best Value program as the 'sustainable value program, with a formal review of services being a key element.  Through the sustainable value program the City of Port Phillip established a five-year review program of its services which were completed in 2006 to view the progress of this program.

Best Value has now been incorporated in our business planning approach.  Each of the principles are considered in the delivery of every service. 

In association with Best Value, councils are required to comply with the best value principles that were set out in the Local Government Act 1989.  The six principles that councils must observe are as follows:

6 Best Value Principles

  1. There must be quality and cost standards set for all services that a council provides to the community.
  2. All services provided by a council must be responsive to the needs of the community.
  3. Each service provided by a council must be accessible to those members of the community for whom the service is intended.
  4. A council must achieve continuous improvement when providing services to the community.
  5. A council must develop a program of regular consultation with its community in relation to the services it provides.
  6. A council must report regularly to its community on its achievements in relation to the best value principles.
