Since 1969, St Kilda Marina has occupied approximately 8Ha (80,000m2) of foreshore Crown Land at 42 A-E Marine Parade, Elwood.

Why are we doing this?

The existing lease held by Australian Marina Development Corporation Pty Ltd over the St Kilda Marina will come to an end in September 2028.

The September 2028 lease expiry presents an opportunity to unlock the fuller potential of the site.

Council seeks a suitable developer/operator tenant who will modernise the site and uplift the existing assets and infrastructure under a new, long-term lease.

The impact

The Marina site vision and objectives were informed by a comprehensive community engagement program. This guided the development and assessment of options for the site informed by a community panel process.  

That process subsequently informed the development of the St Kilda Marina Site Brief, which has since been updated to reflect changing legislation, requirements and lessons learned. This updated St Kilda Marina Site Brief document has been endorsed by Council at its Ordinary Meeting on 3 June 2026.

The Site Brief sets out the key information required for everyone to have a shared understanding of current conditions and desired outcomes at the St Kilda Marina, including Council, the community, marina and wider precinct users, and potential lease holders.

The Site Brief includes information on:

  • the site vision and objectives informed by the community
  • the Marina's future uses
  • guidance on issues such as height, scale and location of new buildings
  • the location and quality of publicly accessible open space
  • connections and movement to and within the site views
  • marina function
  • commercial space. 

With Council’s endorsement of the updated St Kilda Marina Site Brief, a Request for Information campaign has commenced.

Councillors will be briefed on the outcomes of the Request for Information campaign in or around November 2026, with the intention being to then conduct a formal Request for Tender campaign in January 2027.

Objectives

The vision for St Kilda Marina site is “a special place of the foreshore for everyone, that welcomes a diversity of uses anchored by a working marina”.

Our objectives are to:

  • develop the identity of the St Kilda Marina
  • improve the social and cultural contribution of the site the municipality
  • derive improved economic benefit from the site
  • ensure a net positive environmental outcome for the site and surrounds
  • achieve financial sustainability for the site.

Therefore, it is critical for Council to identify a committed, long-term partner that will both build upon current Marina operations and progressively uplift Marina assets and infrastructure while encouraging and improving opportunities for active public use. 

About the Marina

The St Kilda Marina was Australia’s first large scale purpose built and self-contained marina, becoming a key destination for locals, Melbournians, visitors and users of the marina.

Since 1969, the St Kilda Marina has occupied approximately 8Ha (80,000sqm) of foreshore Crown Land and is managed by the Council of the City of Port Phillip as a Committee of Management.

The St Kilda Marina’s strategic location at 42 A-E Marine Parade, St Kilda, Victoria sits between Marine Recreational Reserve to the north and M.O. Moran Recreational Reserve to the south and provides an important inner suburban access for water-based activities into Port Phillip Bay.

The Marina currently includes a range of wet and dry berths, a vessel refuelling facility, boat sales, VF2 St Kilda Australian Volunteer Coast Guard facility, areas for recreation activities, retail and hospitality venue Riviera Beach Club St Kilda.
