Water Restrictions & the Impact on Sport
On 1 April 2007, the State Government increased the Stage 3 Water Restrictions to a category called Stage 3a, with extra requirements for industry and households with gardens. Stage 3a restrictions do not impact the current situation with regard to sports grounds, and the City of Port Phillip has been able to continue to irrigate 1 in 4 sports grounds as listed below:
-
Esplanade Oval, Elwood
-
Peanut Farm Oval, St Kilda
-
Alma Park Oval, East St Kilda
-
Anderson Oval 1, Port Melbourne
North Port Oval is also exempt due to accommodating a state competition, but is not counted as part of the 1 in 4 grounds.
With regard to the City of Port Phillip 2008 winter allocations, clubs have been allocated access to sports grounds in accordance with the normal hours of use; however have been advised that allocation/s may be subject to change throughout the season.
All sports clubs and groups should also note that unauthorised use of sports grounds for organised activity is not permitted and penalties apply. This stance has been adopted in order to manage access to and usage of playing fields throughout the winter months, and in anticipation of increased restrictions leading into the 2008/2009 summer season.
Clubs should note that club's insurance does not cover training on sports grounds without a Council issued permit for use.
The City of Port Phillip will continue to conduct regular inspections of playing fields and the clubs and associations will be notified as soon as possible if a sports ground is deemed unfit for play. Clubs and umpires must also conduct an inspection and complete a match day checklist prior to each game to determine whether the ground is fit for play before taking to the field.
