The Business and Industry Strategy (2002) recommended changes to the South Melbourne industrial areas and Melbourne 2030 was released identifying Clarendon Street as a Major Activity Centre and requiring Council's to prepare Structure Plans for all activity centres.
From the background research, analysis and consultation the South Melbourne Central Study determines what is working well in an area and how this can be enhanced as well as how the area can grow and change in the future. The Study is presented in 3 volumes:
South Melbourne Central Background Report
The Background Report provides detail on the South Melbourne area, its history, geography, people, economy, shopping, heritage, culture, community, movement and access, urban form and image and open space. It outlines the methodology of the project and details the consultation processes. This report included detailed strategic investigations, drew on specialist consultant reports as well as consultation with the community and key stakeholders, and addresses the issues and opportunities identified as a part of that information gathering process.

South Melbourne Central Structure Plan and Implementation Strategy
The South Melbourne Central Structure Plan and Implementation Strategy (referred to as the “Structure Plan”) provides the vision and strategies for SMC and sets out how we would like to see both the South Melbourne Activity Centre and the larger South Melbourne Central area develop and grow over the next 10 -15 years. The Structure Plan and Implementation Strategy then details how we will achieve this.

South Melbourne Central Urban Design Framework
The SMC Urban Design Framework sets out an urban design framework for South Melbourne Central (SMC), building upon the strategic directions of the Structure Plan.
South Melbourne Central - Urban Design Framework
The study provides urban design principles for SMC as a whole, and then examines the area's precincts and sub-precincts in detail, including prominent streetscapes and several key development sites. The recommendations of this study will help see the vision of the Structure Plan for SMC realised 'on the ground' by guiding the design of its buildings, streets and spaces.
Implementation
The Structure Plan and Urban Design Framework were exhibited with Amendment C52 to the Port Phillip Planning Scheme.
The inclusion of the Structure Plan and Urban Design Framework in Amendment C52 is intended to give statutory effect to the documents. It is intended that these will become “Reference Documents” in the Port Phillip Planning Scheme and will help to guide decisions on planning applications in the South Melbourne Central area.
