Amendment C52 is Approved

The Minister for Planning has approved Amendment C52 to the Port Phillip Planning Scheme.

The amendment came into operation on 24 April 2008 being the date the Notice of Approval was published in the Government Gazette.

What is Amendment C52?

Over the last 4 years Council has engaged in developing a strategy to manage growth and change in the South Melbourne area.  As a result three documents were produced:

1.      South Melbourne Central Background Report

2.      South Melbourne Central Structure Plan and Implementation Strategy

3.      South Melbourne Central Urban Design Framework

Amendment C52 is an amendment to the Port Phillip Planning Scheme that gives statutory effect to the recommendations of these documents.
 

What Land is Affected?

Amendment C52 affects the area bounded by the Westgate Freeway, Kings Way, Park Street, and Ferrars Street - South Melbourne Central.

C52 Zoning Map
This map shows the new zones applied land within South Melbourne Central study to implement the vision, principles and strategic objectives of the South Melbourne Central Structure Plan & Implementation Strategy, 2007.

C52 - Design and Development Overlay Map
This map shows the extent of DDO8. 

C52 - Schedule to Clause 43.02 (DDO Schedule 8)
This is the new Schedule 8 to the Design and Development Overlay (Clause 43.02).  A map showing the eleven precinct areas of South Melbourne Central is included in Schedule 8. Each precinct has a preferred character statement, accompanied with design objectives and requirements that will assist new development in achieving the preferred character outcomes. .

C52 - Environmental Audit Overlay Map
This map shows properties over which an  Environmental Audit Overlay is a requirement where the land is to accommodate a more sensitive use.

C52 - Heritage Overlay Map 
This map show the to include additional properties included in Heritage Overlay (HO3) 

C52 - Heritage Policy Map 
This map shows the level of significance for each property within a Heritage Overlay.

A site specific provision in the Schedule to the Business 2 Zone for 100 Market Street, South Melbourne.

C52 - Schedule to Clause 43.02 (DDO Schedule 8)
This is the new Schedule 8 to the Design and Development Overlay (Clause 43.02).  A map showing the eleven precinct areas of South Melbourne Central is included in Schedule 8. This is the new Schedule 17 to the Design and Development Overlay (Clause 43.02).

C52 - Schedule to 52.01 - Open Space Contribution
Insertion fo a Schedule to clause 52.01 to provide for contributions to the provision of Public Open Space in accordance with the South Melbourne Central Structure Plan.

C52 - Clause 81 - List of Incorporated Documents
Updates references to the Heritage Review.

C52 - List of Amendments
Updates the list of amendments to include Amendment C52.
