When is a Skip Bin permit required?

A Skip Bin permit is required before the placement of a bulk rubbish container on a road or Council land. This permit applies to the skip bin, not the person hiring the bin.

Please note:

  1. Skip bins must be placed on the road/laneway in a legal car park, not on the nature strip, driveway or footpath.
  2. There must be no obstruction to traffic.
  3. If the bin is to be placed overnight, the bin supplier must provide adequate lighting on the bin for traffic and pedestrian safety.
  4. Public safety must be maintained at all times;
  5. All costs for any damage caused by the placing or removing of the container shall be borne by the permit holder and restoration must be to Council's standards.
  6. The applicant shall produce evidence, on request, of Public Liability Insurance against claims to a minimum value of $10,000,000.
  7. The container shall be placed along the street frontage of the property to be serviced, unless written confirmation is received from adjacent property owners, that they do not object.
  8. The container must be placed in the parking lane, within parking bays (if marked), on the footpath, nature strips, landscaped areas and through traffic lanes.
  9. The container shall not be placed in any areas where standing or parking is prohibited.  An allowance of three metres is required to the opposite kerb.  Laneways must not be obstructed.
  10. Flashing orange lights and/or reflective tape shall be fitted on the corner of the container nearest to the traffic, during the hours from sunset to sunrise.
  11. The material kept in the container must not rot or cause offensive odour.
  12. The container is not to remain on major arterial roadways or residential streets, in excess of two days unless prior arrangement is made with Council.
