When is a Road Opening permit required?
A road opening permit is issued when a plumber, builder or someone from the public requires to cut open council assets such as the footpath, road or nature strip. Common reasons for a road opening permit are:
- water tappings
- storm water connections
- water main construction
- sewer main construction
To ensure no underground services are damaged, the applicant must contact Melbourne One Call 1100 before commencing work.

Applying for a Road Opening permit
1. Complete application form
This application must be applied for 5 business days prior to works. No assessment will be undertaken if all necessary supporting information and documentation are not provided. The completed Road Opening Application Form should be returned to the Development Permits Coordinator at the St Kilda Town Hall, 99a Carlisle Street, St Kilda. 2. Fee
$75.00 application fee + $95.00 permit fee + $550.00 deposit on an area up to 5 metres squared
Payments are accepted via credit card, cheque or moeny order. Cash and EFTPOS payments are also accepted at St Kilda and Port Melbourne Town Halls or 222 Bank street, South Melbourne.
Please Note: Any opening within the City of Port Phillip must be back filled with crushed rock, compacted and finished with COLDMIX (pre-mix).
