The City of Port Phillip is committed, within the framework of its Council Plan, to providing library services that promote cultural vitality, social equity and respond to the changing needs of the community. The Port Phillip Library Service (PPLS) Strategic Plan 2005-2008 is a strategic framework outlining a set of guiding principles, key themes and key objectives that will enable Port Philip Library Service to develop a range of services that are innovative and will support lifelong learning within the community. The Strategic Plan aims to reflect the needs and aspirations of the local community and provides an opportunity to develop and profile PPLS as a citywide library with the potential to fulfill its role as a gateway to the global library network. This document is in two parts, a background paper followed by an outline of the proposed strategic directions for the library service over the next three years.
