Port Melbourne - Review of Heritage Overlay 1

Heritage Overlay 1 (HO1) is a broad heritage overlay which covers much of the Port Melbourne area.  The existing HO1 controls are being reviewed to ensure they are comprehensive, and remain up-to-date and relevant.

The review of HO1 will also reassess the HO area, with a view to identifying a number of smaller, more detailed and relevant or consistent areas.  The process will also determine whether selected areas currently not included in HO1, require inclusion in a heritage overlay.

The review of HO1 has commenced and is being undertaken by heritage architects Lovell Chen Pty Ltd.

More specifically the project will:

  • Review selected areas (identified in the past by the community and Council officers) currently not included in HO1, to determine heritage significance and potential inclusion.
  • Verify that areas currently covered by HO1 remain appropriate (i.e. based on the continued heritage significance of streets / properties within the current boundary).
  • Review the grading (or specific planning controls as appropriate) of a list of identified properties within HO1.
  • Break-down the current broad HO1 area into smaller more consistent areas and define boundaries of these areas as appropriate.
  • Prepare a new Citation and Statement of Significance for each of the new smaller areas identified.

A draft report detailing their key findings and recommendations has now been prepared.


The report:

  • Recommends additional areas to be included within Heritage Overlay 1 (refer to section3.1 of the report – pages 7 – 14).
  • Assesses the existing HO1 boundaries to confirm the basis for maintaining heritage controls. The report recommends a further review of a number of areas that have undergone considerable change, including the potential replacement of the area based overlay with site specific heritage overlays (refer section 3.2 of the report – pages 15 – 22).
  • Identifies smaller sub-precincts within HO1 which are reflected in a new draft citation and statement of significance. This more detailed citation will provide an improved basis for defining and protecting the significance of heritage places.

The report has been prepared in accordance with the principles set out in the Burra Character, 1999, adopted by Australia ICOMOS (International Council on Monuments and Sites). These are recognised Australia-wide in the identification, assessment and conservation of heritage places.

The review of HO1 will be finalised having regard to your feedback.

The review is anticipated to be completed by July 2011. At the completion of the review of HO1 (finalisation of the draft report) it is anticipated that an amendment to the Port Phillip Planning Scheme will proceed to implement the recommendations of the report, including:

  • Incorporate the revised HO1 Citation into the Port Phillip Heritage Review which forms part of the planning scheme.
  • Potential application of the Heritage Overlay to additional areas recommended for inclusion.
