Perc White Reserve Master Plan
Following community consultation throughout 2009 and 2010, the finalised Perc White Reserve Landscape Master Plan was presented to the councilors and public at the ordinary council meeting held on Monday the 24th of May 2010.The council report, meeting minutes and medial release are available for download.
For ease of download, the new plan has been broken into three parts. In addition, a high resolution copy of the AO size master plan, together with a copy of the meeting minutes of Reference Group Meeting Three are available.

Background
The Reserve is named after Perc White in recognition of his contribution as Port Melbourne Mayor, board member of the Port of Melbourne Authority and service to life saving and Port Melbourne Life Saving Club. The coastal reserve is situated on the city’s most westerly corner within Port Melbourne, adjoining Sandridge Beach and Webb Dock. The reserve and connecting Webb Dock Trail is owned by the Port of Melbourne Corporation and is maintained by the City of Port Phillip.
The native vegetation within the reserve is recognised as regionally significant due to its age, condition and habitat diversity for native wildlife. The reserve is also recognised for the passive and active recreation it offers such as walking, relaxation, and reading. The adjoining Sandridge Beach and Webb Dock Trail also offers visitors superb views of the city and Port Phillip’s coastline.
The significant native plant species include: Coastal Saltbush, Strand Sedge, Australian salt-grass, Common Boobialla, and Hairy Spinifex. Native wildlife found within the reserve include: New Holland Honeyeater, Red Wattlebird, Superb Fairy Wren, White-Plumed Honeyeater, Masked Lapwing, Lorikeets, Butcherbirds, Silver and Pacific Gulls and Skinks.
A New Landscape Management Plan for Perc White Reserve
Community input was sought to assist council in the development of the new landscape and management plan for the reserve. A draft plan was first produced based on the various comments & suggestions received from the community. Further community imput was then sought to guide the finalisation of the plan.
The updated landscape management plan has now been prepared for the entire reserve and surrounds. The plan is expected to operate over the next 5 years with the former plan due to expire in 2010.

Summary of Community Consultation & Design Ideas
Community imput has been sought on Perc White Reserve to assist council in the development of an updated landscape and management plan for the reserve.
What you said
Consultation opened 24 August 2009 and closed 1st February 2010. Public consultation included three public consultation sessions on site; onsite signage, three mailouts to nearly 400 residents on each occassion ; and ongoing responses to community member contributions by phone and email.

SUMMARY OF COMMUNITY FEEDBACK
- Rationalise the paths network, formalising primary paths with clear views for more direct & safer access;
- Upgrade fencing and planting to protect and enhance native plants and animals;
- New directional and interpretive signage to and through the reserve and beach – including improved walking and cycling links to the Webb Dock trail;
- Additional seating and bins along the trail for walkers and fishermen;
- Consider a feature to encourage more visitors to access Webb Dock Trail.

Community Reference Group
A Reference Group was established to assist council to gain the best outcomes in the development of Perc White Reserve’s updated Management Plan. The Reference Group membership included relevant community groups, government agencies and individual community members.
The Reference Group considered feedback provided via the community consultation sessions. The Reference Group provided advice and feedback to council on the:
- Principles and values for the management of Perc White reserve;
- Development of a management/masterplan for Perc White Reserve; and
- Concept plans for future development of Perc White Reserve.
