Ormond Road Urban Design Guidelines
Overview
In January 2006, Council commenced preparation of the Ormond Road Urban Design Guidelines, to guide built form within the retail centres of Elwood Junction and Elwood Village and the residential areas in between.
The Guidelines are based on an assessment of the urban design values of Ormond Road, as well as feedback from community consultation. They consider likely development forms based on lot sizes and current market preferences and the potential impacts of buildings on local built form character, heritage, the amenity of the public realm and the amenity of adjoining private properties.
Adoption of Guidelines by Council
Council adopted the Guidelines in September 2006 and resolved to implement the findings of the Guidelines by an amendment to the Planning Scheme. This amendment is known as Amendment C57. A copy of the Guidelines can be dowloaded here.
Amendment C57
Amendment C57 implements the Ormond Road Urban Design Guidelines through a Design and Development Overlay in the Port Phillip Planning Scheme.
The amendment introduced a new schedule (DDO18) to the Design and Development Overlay at Clause 43.02 of the Planning Scheme. The DDO18 applies to the two retail precincts (Elwood Junction and Elwood Village) and the two residential precincts within Ormond Road. Both the retail and residential precincts have a preferred character statement accompanied by design objectives and requirements that will assist new development in achieving preferred character outcomes.
Amendment C57 also rezoned the land at 129 and 131 Ruskin Street from a Business 1 Zone to a Residential 1 Zone.
