David Spokes, CEO, City of Port Phillip

There are three divisions in the City of Port Phillip which collectively administer the full range of activities and services to the Port Phillip community. The three divisions sit below the Chief Executive Officer, Mr David Spokes.

David Spokes was appointed Chief Executive Officer at the City of Port Phillip on 31 March 2001.

He has been with the city for thirteen years and previously held the positions of General Manager Services and General Manager Community Planning. These roles included responsibility for the planning and service delivery for a wide range of council responsibilities, including environment, infrastructure, culture and recreation and social development. Before joining Port Phillip in 1995, David spent seven years in executive roles at the City of Melbourne. David has over 18 years experience in a variety of local government settings in Victoria and New South Wales. He also enjoyed a significant period in community health in the early 80s and ran his own planning consultancy for several years.

David has a Bachelor or Arts and Bachelor of Social Work Degree from the University of Melbourne. He recently completed the Cranlana Foundation Leadership program. David's career reflects a strong commitment to formulation and implementation of sound social and economic development in an urban environment. He has been an active participant in industry and professional associations and contributed to conferences and seminars on topical issues on a regular basis, particularly place management and neighbourhood development.

With a professional background in social work and community organising, David has made the transition to general management through a series of challenges in senior roles in local government. During this period he has retained a strong connection to and interest in public policy in the inner urban environment. This has been reinforced by many years practical experience in community consultation and participation.

He has extensive networks in the community services, local government and community health fields with a reputation for achievement, policy innovation and strategic thinking. He is particularly interested in integrated planning and delivery and place management fostering a horizontal matrix approach to management that focuses all staff on how they can contribute to corporate goals. Over the past ten years David has been in the forefront of operationalising the many changes wrought by local government amalgamation and the reexamination of the task of government.
