Open Space Strategy 2006

The Open Space Strategy provides a strategic direction for the supply and development of all public open space within this City. Included are a set of open space principles, updates on previous strategies, guidelines for the collection of developer contributions to improve or acquire new open space, key issues and recommended actions for parks across this city.

The City of Port Phillip Open Space Strategy 1998 was reviewed during 2005 this review informed the Open Space Strategy 2006.

Community Consultation

A household survey was delivered to all residents in the City of Port Phillip in early 2005, council received 400 responses from individual households and a further 27 responses from community organisations.

Results of the survey:

  • Albert Park, the foreshore, St Kilda Botanic Gardens and Alma Park are the most visited open spaces
  • Walking to the local park or open space is most common
  • Walking and dog walking are the two most common activities in our parks
  •  Mature trees, passive lawns to sit on and well lit parks at night are important features to this community

Recommendations in the Open Space Strategy 2006

  • To address areas under served by public open space opportunities exist in South Melbourne and East St Kilda)
  • To promote Open Space principles across council and in association with new developments
  • To develop a Playground Strategy (Achieved July 2006)
  • To utilise the Developer Contributions Guidelines to gain funding or acquire land for the development of new open space
  • To use integrated planning methods in the management of Open Space
  • To regularly seek community feedback on our parks and open spaces and capital works upgrades
  • To implement master plans for historic and regional open spaces
  • To develop landscape plans for neighbourhood and local parks and open spaces
  • To develop more diverse parks and open spaces
  • To manage conflicting usage of parks and open spaces 
  • To increase capacity of sporting venues where possible
