About the Municipal Strategic Statement
The Port Phillip Municipal Strategic Statement (MSS) sets out the council's strategic planning objectives and underpins the land-use and development provisions of the Port Phillip Planning Scheme. The MSS has been developed with input from the community. Together with local planning policies, the MSS is a part of the Local Planning Policy Framework (LPPF) in the Planning Scheme and is a statutory component of all planning schemes prepared in the new format.
MSS components
MSS - Introduction - provides an overview of the MSS, how to use it and how it was developed
MSS - A Snapshot of Port Phillip - provides an overview of the key characteristics of Port Phillip and its regional context
MSS - Key Issues - identifies the key issues that arise throughout the municipality
MSS - Port Phillip's Vision - outlines Port Phillip's vision for future land use planning and development around a number of key land use themes. These themes provide a basis for the more detailed objectives, strategies and implementation measures.

Monitoring and review
The MSS and local planning policies provide the strategic foundation for the Port Phillip Planning Scheme. Due to the dynamic nature of planning issues, the council will regularly review part of the MSS on an ongoing basis to ensure that it is relevant and reflects current issues. Local planning policies will be developed in consultation with the local community and incorporated into the Local Planning Policy Framework from time to time through a planning scheme amendment.
