The Community Amenity Local Law No.3 came in effect on September 8 2003, replacing Local Law No.1
The purposes of this local law are to provide for the peace, order and good government of the City of Port Phillip in a way that complements the council's Annual Council Plan by:
- Managing the uses and activities on roads and council land so that the council is aware of uses or activities.
- Managing, regulating and controlling uses and activities.
- Identifying uses and activities where a permit is not required but conditions are applicable to the use or activity so that the purposes identified in sub-clause 1. and 2. are achieved.
- Providing for the administration of the council's powers and functions.
Note: This manual should be read in conjunction with Port Phillip Council Local Law No.3 of the Port Phillip City Council.

Port Phillip Council Local Law No.2
2005
Port Phillip Council Local Law No. 2-2005 - Council Meetings Procedures The objectives of this local law are to:
- Regulate proceedings at council meetings and special committees conducted by or on behalf of the Port Phillip City Council
- Provide for the election of the Mayor and Deputy Mayor of the council and chairpersons of special committees of the council
- Regulate the use of the common seal of the council
- Substitute this Council Meetings Procedures Local Law for the previously existing Council Meetings Procedure Local Law No. 2/2000.

Port Phillip Council Local Law No.7
Port Phillip Local Law No.7 Footpath Activities
The principal objectives of this Local Law are to:
- Provide for the peace order and good government for the City of Port Phillip and the administration of the council's functions and powers.
- Promote a vibrant street life which balances the interests and needs of residents, ratepayers and visitors to the City.
- Regulate and control footpath activities to achieve fairness and consistency between traders in the use of footpaths.
- Regulate and control footpath activities so that there is:
(a) safe and unobstructed passage for pedestrians, in particular, those who may be physically or visually impaired (b) safe and unobstructed vision for drivers of vehicles and cyclists (c) limited impacts on the residential amenity and the streetscape that characterises the area.
- Promote a safe physical and social environment in which the potential for nuisance activities and risk and exposure to risk by footpath users is minimised.
