A Hoarding permit is required for the placement of safety fencing/hoarding of an area for scaffolding or other equipment on any Port Phillip road, footpath or nature strip. It is used to protect pedestrians, and/or for security of a building site. Applying for a Hoarding permit1. Complete the application formBLD 0312 - Application Form for the Erection of Precautions Over the Street Alignment (Hoarding) here Return it to the council's Municipal Building Surveyor located at the St Kilda Town Hall, 99a Carlisle Street, St Kilda or send in to Building Department, City of Port Phillip, Private Bag 3, PO St Kilda 3182. Telephone (03)9209 6253 Fax: (03) 9536 2740. A permit will then be issued to the applicant with an invoice, requesting payment within 7 working days. 2.
