Hoarding Permit

When is a Permit for Hoarding required?

A Report & Consent is required for the placement of safety fencing/hoarding of an area for scaffolding or other equipment on any Port Phillip road, footpath or nature strip, in relation to a Building Permit.  It is used to protect pedestrians, and/or for security of a building site.

Once the Report & Consent has been approved a Street Occupation Permit is required.

1. Complete the Report & Consent Application Form

Return it to the council's Municipal Building Surveyor located at the St Kilda Town Hall, 99a Carlisle Street, St Kilda or send in to Building Department, City of Port Phillip, Private Bag 3, PO St Kilda 3182.

 2. Complete the Street Occupation Application Form

A Street Occupation permit must be obtained for the placement or storage of material or equipment on any road, footpath or nature strip within Council land. Materials include building materials such as pallets, timber, piles of sand etc. At least 1.5 metres of footpath must be kept clear for pedestrians and the area used must be securely barricaded for public safety.

If in relation to a Report & Consent submit council approval and a copy of the stamped plans from the Building Department together with the Street Occupation Permit Application.

Applications take 5 business days to assess provided no further information or changes are required.

No occupation of Council land is permitted without first gaining a Street Occupation permit.
