August to November 2011 - Community consultation on design and operations plan
In addition to extensive community consultation on the Masterplan last year, Council held four community meetings around finalising the detailed design plans for all infrastructure, including the skateable space, picnic and play space and toilet, as well as to seek input into the draft operations plan. Council considered a report on the outcome of the community consultation at its meeting of the 28 November 2011. It resolved to adopt the detailed design plans and the operations plan. March to June 2011 - State Government approval of Masterplan
The Minister for Environment and Climate Change on 17 June 2011 approved an amendment to the 8 March 2011 Coastal Management Act 1995 (CMA) consent that in effect approves the October 2010 Masterplan with some additional features. View the October 2010 Marina Reserve masterplan here.

An application for coastal consent to enable the implementation of the masterplan has been made to the Department of Sustainability and Environment. View the application for coastal consent here.

June to October 2010 - Formal submissions and Council approval
Council considered two reports on the draft Marina Reserve Masterplan. View item one of the Council report of 13 September 2010 on the draft Marina Reserve Masterplan. February to May 2010 - Preparation of draft Marina Reserve Masterplan
The community was encouraged to participate in the development of the draft masterplan via phase one of the consultation process. This included, but was not limited to, two community workshops, school consultation, online surveys and an online discussion forum.
The first of two community workshops was held on Tuesday 23 March. Forty eight people attended to hear and discuss the preliminary site analysis presented by the design consultant. This presentation, including comments made at the workshop, is available on the Have Your Say page.
The second of two community workshops was held on Wednesday 19 May. 35 people attended to hear and discuss the preliminary design response presented by the design consultant. This presentation is available on the Have Your Say page.
September 2009 - Council resolves to prepare new Marina Reserve Masterplan
Council resolved at its meeting on 29 September 2009 to approve a change in the scope of the St Kilda Skate Park project to now include a new Marina Reserve masterplan. View the report and minutes on the September 2009 Council Meetings page.

February to June 2009 - Selection of preferred site for skating
The Skate Park Community Reference Group (CRG), and the independent assessor, Mr Richard Simon, of Simon Leisure Consulting, recommended Marina Reserve as the preferred site for skating. The panel and the process were considered to have been robust and council is happy with the advice they received. In coming to this decision of Marina Reserve being the preferred location for skating in St Kilda, council conducted an open and transparent review process. 2005 - 2008 A skate park for St Kilda
On 28th November 2005, council agreed to develop a St Kilda Skate Park at Albert Park Reserve/Fitzroy Street. Details can be found on the 2005 meeting and agendas page. On Monday 23rd April 2007, council agreed that a ‘Notice of Decision to Grant a Planning Permit’ should be issued for building a skate park and urban plaza within Albert Park Reserve. In December 2007 the Victorian Civil and Administrative Tribunal (VCAT) granted a permit for the development of the Skate Park in St Kilda. The Supreme Court returned the matter to VCAT and the case was to be heard in November 2008 but was deferred to 27 April 2009.
On 18th December 2008, council agreed to withdraw the current planning application for the proposed St. Kilda Skate Park in Albert Park Reserve, and decided to commence a new process to select a site for a local skate park. The council agreed to undertake an independent assessment of eight sites previously assessed, and any new sites that may be identified. They appointed an independent assessor and establish a community reference group of key stakeholders and local skater representatives (including young people and 2 Councillors) to assist and provide input into the assessment process.
