Streetscape Masterplan

The development of a masterplan for Fitzroy Street has commenced.  This is a step forward in progressing issues identified through the Fitzroy Street Taskforce, whilst also ensuring the continued coordination of a series of urban design projects in the street.  These include Foreshore Connections, Lighting Review, Footpath Renewal program & the City of Port Phillip Toilet Strategy. 

The masterplan will establish a vision for public spaces. It will ensure future works collectively contribute to a street that is safe, accessible & a great place to be through all times of the day & night.  These works may include addressing existing problems that have been identified to date (e.g. addressing safety hotspots through lighting) & enhancing the aspects that residents & visitors love (such as planting & street greening).

Fitzroy Street has an outstanding historic physical structure which contributes to its appeal as one of Melbourne's premier boulevards.  Historic trees, plantings, memorials, strung between St Kilda Junction & Port Phillip Bay sit conjunctively with a movement corridor encompassing a tram network, bikes, traffic & pedestrian movements.   The masterplan will provide a vision for the street's future.  Some aspects may be implemented quickly, others may require time to plan & realise.

How will the plan be developed?

In addition to an appraisal of transport & urban design, the plan will be based on the substantiative consultations & directions identified over the past 12 months through the Fitzroy Street Taskforce [a1] & other project specific consultations. 

A Reference Group will be established to provide an important point of inform into the development of a plan.  This group will comprise members of the Fitzroy Street Taskforce streetscape & safety subgroups, in addition to key stakeholders & staff. 

Are you between 15-25?

If you are between 15 - 25 & have ideas on what makes a great street, Council are keen to have you represented on the Reference Group. 

Council are also seeking residents & business representatives from across the study area to form part of this group.

Next Steps

The Reference Group will commence in April 2008.  It is anticipated a draft plan will be available for public comment & response in May 2008.

What else is happening in Fitzroy Street ? 

A number of projects are already progressing in Fitzroy Street. These include: 

  • Fitzroy Street Public Toilets. A recent review has indicated a facility is required in the Fitzroy Street commercial precinct, particularly to address frequent concerns raised by residents & traders on public urination.  A brief review of selected sites has been conducted.  Council are currently seeking feedback on the appropriateness of these sites.  
  • Fitzroy Street Foreshore Connecctions.Your comments are sought on the concept design prepared for Council's highest profile capital works project in 2008/2009. This series of projects are collaboratively being delivered by Council, VicRoads, & Yarra Trams & will provide: a two way bike path between the foreshore & Albert Park Reserve; an enhanced public space at Cleve Gardens & improvements to the tram stop; an improved pedestrian crossing between Fitzroy Street & the foreshore; & an on-road bicycle lane along Jacka Boulevard.
  • The Fitzroy Street Lighting: Audit & Design. An audit of the existing condition & efficiency of public lighting in the street has been conducted.  This report will form the basis of a lighting design for the street that will be incorporated into the Fitzroy Street Masterplan. The renewal of lighting through the length of the street will take a number of years to realise. A catalyst project will be implemented in a laneway providing access between Fitzroy & Jackson Streets during 2008.
  • Northern Footpath Renewal. Stage 1 (between Park & Loch Street) of this project was completed in November 2007.  Stages 2 & 3 are on hold pending the outcomes & recommendations within the Fitzroy Street Masterplan.   
  • St Kilda Precinct Pedestrian Signage. The installation of a series of pedestrian maps & directional information commenced in March.  The 13 signs across St Kilda provide a welcoming point of inform for visitors & users within the precinct.
  • The Fitzroy Street Taskforce comprises representatives from the community, residents, police, traders & council. The taskforce has seen the development & implementation of a number of projects, including streetscape & safety improvements in the street;
  • Over summer Council's Keep it Cool [a5] campaign sought to raise awareness of & reduce public drunkenness & anti-social behaviour.
  • Skate Park[a6] . The construction of this facility is currently subject to legal challenge.
  • Yarra Trams have recently commenced planning for the upgrade of the Park Street Tram Terminus.  Plans will be available in mid 2008.
  • Trials of a Laneway Lighting Installation by artist Alexander Knox & Webb Engineering will be conducted in May 2008.   This will form a permanent installation in July 2008. 
  • A Local Law banning the consumption of Alcohol in Public Places between 11pm-7am commenced implementation over summer. Victoria Police & Council are continuing to monitor the impact of this legislation as a tool to improve safety & public behaviour particularly within Fitzroy Street. 
  • A new level of service for bin collection & street cleaning is being trialled during the first half of 2008.  The trial runs when temperatures are 25O or above (when visitor numbers to St.Kilda are at their highest). The service not only includes Fitzroy / Acland Street & the foreshore, but proximate residential streets & surrounds. 
  • Pedestrian operated signals at key intersections along Fitzroy Street are progressively providing safer & more convenient access for walkers through the Greenlight Project which commenced in August 2007. VicRoads are continuing to work with Council on this project during 2008.
