Background
In 2003 the House of Representatives Standing Committee on Economics, Finance and Public Administration published the report of their comprehensive enquiry into local government finance, Rates and taxes: a fair share for responsible local government. This report confirmed that long-term community and economic outcomes critically depend on reforms to the financial relationships between local government and state and federal government.
There has been much public discussion of how best to achieve long-term financial sustainability, by local government sector bodies, within government, and by the media. Some relevant links are below. Alongside the work of local government sector bodies, a group of local government CEOs convened by the City of Port Phillip has been active in the debate. This group commissioned research from Access Economics to drive their advocacy, included below.
