Expressing an Interest in the Cultural Facility

As part of the Triangle Development a significant cultural facility of state or national stature is being developed that would reinforce and enliven St Kilda as a place of artistic and cultural vibrancy.

The City of Port Phillip invites art and community organisations, businesses, 'culture nuts' and 'art guns' to consider partnerships and possibilities as council invites Expressions of Interest for the site.

The facility will have a footprint of approximately 450m2 located opposite the Palais Forecourt near the upper Esplanade and above the proposed Linden 2 Gallery.

General Requirements

Proposals are required to commit to:

  • excellence and creation of a site that is an icon of cultural and artistic significance;
  • complements and ensures compatibility with existing local cultural and community uses;
  • develop a project that is self-reliant, financially sustainable and commercially resilient;
  • develop a project that has broad community support.

Proposals that are different, 'fiscally smart' and a notable contribution to the cultural growth of St Kilda are encouraged.

Dates and Timeline

  • EOI open-  11 September 2008
  • EOI close - 15:00 6 November 2008
  • Evaluation of EOI's -  November /December 2008
  • Announcement of short list -December 2008
  • Invitations to tender - February 2008

Organisations and people  with ideas and possible concepts are encouraged to view the guidelines, have a conversation with the council and submit an expression or proposal.

All expressions will be considered and proposals are only limited by their ability to be different and think outside the square.

Questions & Answers

What is the EOI for ?

To search for partners for the development and management of a significant cultural facility on the St Kilda Triangle site.

The developer of the Triangle site has offered the council a site earmarked for a restaurant as a potential cultural facility if it can find a partner to develop, fund and manage the facility.

The council has until the end of December 2009 to secure a firm agreement. Otherwise the site will revert back to a restaurant.

What is the process?

The council is inviting EOIs.

The invite period is for 8 weeks and closes on the 6 November 2008.

Groups interested in putting together an EOI need to submit an EOI that includes details on the:

  • Project Concept
  • Capability Statement
  • Financial Capability
  • Marketing Plan
  • Governance

The EOIs will be reviewed by the St Kilda Triangle Cultural Facility Committee. The Committee comprises a range of people from the arts community, local cultural institutions such as Linden - Centre for Contemporary Arts and the Jewish Museum, the state government, council and the developer. 

The EOI contains a number of evaluation criteria including:

  • Understanding of key issues and opportunities
  • Cultural Fit with Objectives for Site
  • Demonstrated Experience/Capacity
  • Offer/financial sustainability within proposed timelines

The Committee will decide what the next steps will be.  The plan is to select a short list and then invite tenders.

The council needs to secure a viable facility by end of December 2009.

What if the EOI does not result in a viable cultural facility / meet the evaluation criteria?

If this is the case, then the Committee will investigate other options including:

  • Negotiations with one or more Respondents;
  • Amending the EOI, or
  • Deciding not to proceed further with the site reverting back to a restaurant use

What if a viable facility can not be secured?

The site reverts back to a restaurant

What kind of use would be appropriate?

The council is encouraging organisations and individuals to think about what additional uses could work in this precinct which already boasts a wonderful array of cultural and recreational activities for the whole community.

Why is this a good opportunity?

The offer is a wonderful opportunity because:

  • The site is located in a key location within the Triangle Site being on the new Palais forecourt which will serve as one the new key public places;
  • The site is expected to have a huge amount of passing foot traffic;
  • The facility will be able to be part of the outdoor calendar of events The facility will be able to potentially share programming and promotions with other components of the site including the Palais Theatre, the live music venues and Linden 2 - the a new centre for contemporary art in St Kilda;
  • The facility will be able to tap into the wide range of cultural activities planned to occur on the Triangle Site and already occurring in the wider St Kilda foreshore precinct;
  • and The facility will have the support of the Council in terms of advocacy, promotion, timetabling and other supports as part of the Council's active support for cultural activities in the area.

Can organisations/ individuals contact the council to discuss their ideas?

Yes - the council is encouraging lots of questions and enquiries about the EOI and possibilities.

The council will post any clarifications that result in an amendment to the EOI document on the council's website

Why is the council inviting EOIs when there is a legal challenge?

The council has approved the St Kilda Triangle development plan and is proceeding with the various components of the plan.

The offer of an additional cultural facility on the Triangle Site is a wonderful opportunity that the council does not want to lose and is therefore keen to pursue the EOI process
