Elwood Heritage Review 2005

In November 2004, the City of Port Phillip appointed heritage consultants, Heritage Alliance, to investigate and undertake an assessment of the unprotected areas of Elwood.  The resultant research document is the Elwood Heritage Review. 

The study was commissioned due to the lack of a comprehensive study ever being undertaken in the Elwood neighbourhood.  Gaps have been identified by the community and the council since the adoption of the Heritage Review in 2000.

The study was completed on 30 June 2005 and identifies a number of places and areas (precincts) that may be of significance in the historical development of the Elwood neighbourhood.

Hard copies of the study are also available at Port Phillip libraries.

To provide ease of reference to specific places identified in the Elwood Heritage Review, the volumes have been broken into sections to allow for simpler opening and downloading.

The information contained in each of the extracts is intended to provide a comprehensive description of the heritage values of the places and areas and every effort has been made to ensure that the historical evidence presented in these reports is accurate and correct.   

Adoption by Council

Council adopted the Elwood Heritage Review study document at their meeting in September 2005 and resolved to proceed with an amendment to the City of Port Phillip Planning Scheme to implement its findings.

Amendment C54

Amendment C54 translates the findings of the Elwood Heritage Review 2005 into the planning provisions of the Port Phillip Planning Scheme. In essence, this means that all the properties identified in the Elwood Heritage Review study document and recommended for inclusion in a Heritage Overlay will be listed in the schedule to the Heritage Overlay (Clause 43.01). 

In July 2006, an Independent Panel appointed by Planning Panels Victoria considered the particulars of Amendment C54 and all submissions lodged in respect of the amendment.  The resultant Panel Report recommended that a Heritage Overlay be applied to above properties. 

Amendment C54 was approved by the Minister for Planning and gazetted on 22 March 2007. 

NOTE:  This gazettal of Amendment C54 resulted in an updated version Port Phillip Heritage Review which is an incorporated document listed in Clause 81 to the Port Phillip Planning Scheme.  This document is listed as the Port Phillip Heritage Review, Version 6, 2006.
