When can I get a disabled person's parking permit?

A state-wide Disabled Persons' Parking Scheme currently operates in Victoria. Disabled parking permits are available if you have mobility problems or a severe disability (supported by your doctor), which limits your ability to walk long distances or requires you to take rest breaks while walking. The scheme has two categories with various parking concessions, based on your need for assistance. Please note that holding a permit will not guarantee a parking space.

A person may only hold one disabled persons' parking permit. Multiple copies of permits are not available.

Disabled parking permit categories

Category 1 - Disabled Parking Permit (Blue)

Determined by a medical practitioner, where a person has significant ambulatory disability requiring use of a complex walking aid or other condition which affects applicants ambulatory ability.

Category 2 - Disabled Parking Permit (Green)

Determined by a medical practitioner, where a person has significant ambulatory disability, or severe illness which does not affect their ability to walk distances but requires rest breaks when continuous walking is undertaken.

For each of the above disabled parking permit categories different codes apply:

  • Code A - disabled driver/passenger
  • Code B - disabled passenger only
  • Code C - organisation providing a transport service for people with disabilities
  • Code D - temporary permit

Codes A, B & D apply to both blue and green permit categories. Code C applies only to blue permits.

Applying for a disabled person's parking permit

  2. Complete the 16 seconds download via 56K modemDisabled Person's Permit Application Form
  3. Send your completed application form with 1 piece of identification (see application form for acceptable ID) and declaration from the medical practitioner endorsing your application, to City of Port Phillip, Private Bag 3, St Kilda VIC 3182 or deliver in person to the Port Melbourne, South Melbourne or St.Kilda Town Hall offices (see town hall locations)

Fees and permit duration

  • No fees apply
  • Disabled persons' parking permits are valid for 3 years from the date of issue for people with permanent disabilities
  • Disabled persons' parking permits for organisations providing transport services for disabled people are valid for 12 months from the date of issue
