The Creative Futures Strategy defines the City's commitment to creative communities and identifies priorities for the Arts and Festivals unit and Port Phillip Library Service.
Context
The Creative Futures Strategy forms part of the council's Active and Creative City Framework. This Framework has been created to support Port Phillip's development as a creative city where the arts, contemporary culture, creativity and innovation are explored, encouraged and valued. The framework consists of four strategy areas: the Sports and Recreation Strategy; the Youth Development Strategy; the Events Management Strategy; along with the Creative Futures Strategy.

About the Creative Futures Strategy
It sets a direction for Council's library and arts and festivals services, programs and facilities in response to both the City of Port Phillip (CoPP) Community Plan and Council Plan, while serving as a statement of Council's continuing commitment to supporting Port Phillip as a significant cultural place, acknowledging its rich heritage and future potential.
The strategy updates the PPLS Strategic Plan 2005-08 and the Arts Plan 2003-06 maintaining policy currency and continuity for both service areas.
This strategy is a 'change document' focusing on new initiatives. These will be underpinned by the continued delivery of existing library and cultural services and the continued support of existing facilities.
The strategy will be supported by an Implementation Plan that outlines the year-in year-out responses required to fund these goals as part of the annual Council planning and budget cycle. In line with the Community Plan and Council Plan the progress of the strategy will be reviewed on an annual basis.

The Strategies
The Creative Futures Strategy - through its arts, culture, heritage and library services - aspires to make a difference to the City of Port Phillip by implementing three key strategies.
1. Community Creating Content
This strategy recognises the many ways in which community members can be active participants and creators, contributing significantly to the cultural richness of the city and its communities. Participation in creative activities increases self-esteem and connectedness.
2. Attracting Arts and Culture
This strategy reinforces the positive influence of arts and cultural activities on the local economy, both directly and as an important part of what makes the city an attractive destination. It sets out actions to retain the cultural vitality of the city.
3. Frameworks for Creating Meaning
This strategy promotes a positive 'sense of place' and the experience of the city as a vibrant and enriching environment that has a positive influence on the whole community. The strategy underpins the ongoing cultural vitality of the city for both active cultural participants and observers.
