The Local Government Act 1989 requires every council to develop a code of conduct for councillors that addresses rules of conduct, procedures for resolving disputes between councillors, procedures for disclosure of interests and guidelines for operations during an election period.
The City of Port Phillip's Code of Conduct was adopted by the council on 29 March 2005.
The code of conduct incorporates council's election period guidelines. These guidelines have been developed for use during an election period to:
- help councillors and staff understand and respond to the legislative requirements that are triggered during an election period
- ensure an open, accountable and equitable election for all candidates
The election period is from entitlement date (when the council's voters roll closes) to 6.00pm on election day. The election period is sometimes described as the caretaker period.
