Our Community Plan

Our 2007- 2017 Community Plan sets out a ten-year vision for the City of Port Phillip and outlines how Council and the community can work together to protect what we value in our city. 

The 2007 - 2017 City of Port Phillip Community Plan is available online by clicking on the Community Plan image or it can be picked up at your nearest ASSIST.

Four parts to the Community Plan

The four parts of our Community Plan are designed to ensure we have a framework that supports action on what we care about, strengthening neighbourhood connections, supporting and encouraging active citizenship and accountability.  More information about each component is available by clicking on the links below.

Each component is supported by year-long action plan which documents deliverables and outcomes which will be reviewed annually to ensure their currency.  The Community Plan Action Plans - Year 1 are available by clicking on the action plan image.

Fifteen priorities for action in our City

At the Community Summit in April 2007 the community and Council came together to discuss five topics and priorities for action that had been previously identified as the most important issues for our city.  For each of these five topics, the summit participants voted to determine the top three priorities for action giving us fifteen priorities for action to improve our city.  These fifteen priorities will guide our planning over the next ten years and are available by clicking on the image.  

Informing the Community Plan

Our Community Plan is informed by the Community Summit Discussion Guide.  It provides background information and issue analysis for the five core topics that had previously been identified as major issues by the community in the 2006 Community Plan survey and other community research . It can be downloaded by clicking on the Port Phillip Speaks image.

Does Australia Need a Human Rights Act?

There are differing opinions within legal and political circles and the broader community about whether human rights are adequately protected in Australia. A key aspect of the debate is whether Australia needs a national Human Rights Act similar to the Charter of Human Rights and Responsibilities implemented by the Victorian Government in 2006.

What are the issues and why do people disagree? The Mayor and Councillors invite you to hear two engaging speakers, Julian Burnside and Mirko Bagaric, debate their different points of view on this important public policy issue.

T H E  S P E A K E RS

Julian Burnside QC is a commercial law barrister, human rights and refugee advocate and author. Julian is well known for his staunch opposition to the mandatory detention of asylum seekers as well as his support for a national Charter of Human Rights.

Mirko Bagaric is a professor and former Head of School at the Deakin Law School. He is also a practising lawyer and author on a number of topics including human rights, international law and criminal law.

Working Together Component The first quadrant of our Community Plan outlined the acitivities that will be completed across Council to respond to the Community Plan priorities.
Neighbourhood Development Component The second component of the Community Plan responds to the community's feedback about being more involved and understand what was happening in their neighbourhood.
Community Leadership Component Following on from the Community Summit's acknowledgement of the importance of people who make a positive contribution to community life in Port Phillip this component focuses on ways we can support and increase the number of people active in the community.
Monitoring Progress Component This framework ensures that we keep accountability at the forefront of our planning.
