Community Facilities Improvement Program
There is a range of improvement projects to council's key community hubs, other community centres, libraries, sporting clubs and council buildings housing early childhood and family services scheduled over the next few years.
A key community hub is a community centre that is available 7 days a week and evenings. These offer a range of services such as free access to the Port Phillip website (Port Phillip on Line), a large community meeting space, council and community information and various services, social and leisure activities for all ages and stages.
There are five key community hubs in Port Phillip currently. These are :
- Liardet Community Centre in Port Melbourne,
- Middle Park Community Centre,
- Betty Day Community Centre in St Kilda,
- Alma Road Neighbourhood House in East St Kilda and
- Elwood St Kilda Neighbourhood Learning Centre in Elwood.
A sixth key community hub is being developed in South Melbourne - the South Melbourne Town Hall Community, Service and Cultural Centre.
Greening Port Phillip
This covers a range of projects being delivered to create greener public spaces, roads, backyards and balconies in Port Phillip.
Inner Melbourne Action Plan (IMAP)
This is a range of strategies and actions to make the Inner Melbourne Region (covering Cities of Melbourne, Port Phillip, Stonnington and Yarra and Docklands) more liveable.
Major Activity Centres
Melbourne 2030 identifies five 'major' activity centres within the City of Port Phillip, which have a blend of residential housing, commercial activities, recreational activities and employment opportunities. These activity centres are:
- Acland Street, St Kilda
- Fitzroy Street, St Kilda,
- Clarendon Street, South Melbourne,
- Bay Street, Port Melbourne and
- Carlisle Street, Balaclava.
Melbourne 2030
This is the state government's plan for the growth and development of the Melbourne metropolitan area over the next 30 years.
Middle Park Beach Renourishment
The state government has committed to fund beach renourishment. Works will comprise the construction of groynes and renourishment of a 300-metre section of beach with beach grade sand.
Port Melbourne Waterfront
This covers a range of projects to improve the waterfront and resolve the future of Princes Pier. 07/08 will see a focus on commencing Stage 1 of the Princes Pier refurbishment. This will include removal of the 580m of peir deck and reburbishment of the first 196m. These works are scheduled for completion by December 2009. Work will also continue on providing better public access to the foreshore, improved public spaces especially within the Station Pier precincts and solutions to the traffic problems in Waterfront Place, an effective buffer to the Port of Melbourne and a share of Beacon Cove royalties to fund new works and ongoing maintenance.
South Melbourne Central
South Melbourne Central is a planning project looking at the future for the area of South Melbourne centred on the Clarendon Street and Coventry Street shopping strips. In 07/08 steps will be taken to incorporate the SMC Structure Plan into the Port Phillip Planning Scheme.
South Melbourne Market
The council is currently undertaking extensive renovations on the market.
St Kilda Junction
There are future plans to improve the functioning and appearance of the junction and make it more pedestrian friendly. Suggestions include developing it into a new urban square (IMAP).
St Kilda's Edge
This covers a range of projects being delivered to improve the St kilda foreshore. 07/08 will see a focus on constructing a new foreshore promenade from West Beach to the St Kilda Marina, constructing a new building on the old West Beach Pavilion site, commencing construction of the Triangle site development, constructing a new raised platform tram stop in Fitzroy Street at Park Street, developing plans for a new raised platform tram stop and civic space near Cleve Gardens, and developing plans to improve the safety and community facilities at St Kilda Harbour.
