Council has been developing future directions for the Carlisle Street Activity Centre 

Locals and regular visitors to Carlisle Street will have noticed the changes occurring in this activity centre and the surrounding area - including changes in the retail mix, renovations to shop premises, and new housing development.  In addition, Carlisle Street (Balaclava) is identified as a 'major activity centre' in the State Government's Melbourne 2030 Strategy which means it is expected to accommodate a broader mix of activities (shops, services, community facilities and housing) and maximise the use of public transport.

By preparing a Structure Plan for the Carlisle Street area, Council will be in the best position to manage these pressures for change, with an understanding of local conditions and of what is valued by the local community. 

The Structure Plan will influence changes in land use activity, the design of new buildings and public spaces, and how people get to and move around the centre - whether it be by car, bike, on foot or by public transport.

Community input is sought on three key documents

  1. The Draft Carlisle Street Activity Centre Structure Plan
  2. The Draft Carlisle Street Urban Design Framework
  3. Draft Neighborhood Character Statements / Information Sheets for each of the residential precincts surrounding the activity centre.

How to make a submission

Community input on the draft Structure Plan and UDF is invited. The final date for submissions is 29 September 2008.  You can:

 

 

Carlisle Street Activity Centre Structure Plan The draft Carlisle Street Activity Centre Structure Plan establishes the vision and strategies that reflect how we would like to see this area develop over the next 10 -15 years.
Carlisle Street Urban Design Framework The draft Carlisle Street UDF has been prepared as a companion document to the Structure Plan. It comprises urban design principles, objectives and guidelines that together will ensure that future development within the activity centre supports desired land use change while respecting the existing and valued character of the area.
Neighbourhood Character Statements - Residential Precincts Draft Neighbourhood Character Information Sheets have been prepared for ten (10) residential precincts surrounding the activity centre (residential areas which are not covered by Heritage Controls). These will help ensure that where new residential development does occur, it contributes toward the desired streetscape character. Each Information Sheet defines:
