The City of Port Phillip supports the marketing and promotion of its shopping centres to residents and visitors. To fund these activities revenue is collected from all owners of commercial properties in a particular shopping strip through a special rate levy.

The revenue raised from the levy is then passed on to the shopping centre committee of management to ensure the money is spent to the maximum benefit for the shopping centre.

Four special rate schemes operate in the City of Port Phillip:

1. Acland Street, St Kilda - Special rate for the marketing and promotion of the shopping centre
2. Bay Street, Port Melbourne - Special rate for the marketing and promotion of the shopping centre
3. Clarendon Street - Special rate for the for the marketing and promotion of the shopping strip 
4. Fitzroy Street, St Kilda - Special rate for the provision of public car parking for the shopping centre
