How to make a Big Cake
When the council consulted with the Young Persons Reference Group around its youth development policy direction, an interesting metaphor was proposed for consideration. The metaphor was that of community being a cake ... not just any cake ... a big cake. The scenario being that each of us is an essential ingredient to the community's colour, flavour and taste. And the onus being that we all have a responsibility to be in the mix.

A whole of council commitment to young people
In responding to this vision the City of Port Phillip youth services began to actively seek to engage the whole of council as key ingredients of local youth development. A community committed to supporting young people
The City of Port Phillip has a service sector that is united in providing for the support and development of young people. This community benefits from the commitment of police, educators, arts workers, welfare workers, heath workers and of course young people. The Big Cake Youth Forum series gathers all the essential ingredients of a Big Cake and explores the role each plays in creating real participatory opportunities for young people.
