Who is eligible for a parking permit?

Only people who reside in the City of Port Phillip are eligible to apply for parking permits.  The resident must be living in a property that has a residential land use (restaurants, offices, community centre etc are ineligible).

Vehicles over 1.5 tonne and / or 7 metres in length are ineligible.

Not all residential properties are eligible to participate in the Parking Permit Scheme (in particular, properties that have a subdivision or development approved by the council after 01 October 2002).  Applicants are advised to read the section headed No Parking Permit Policy at the foot of this page, or contact Council for further details.

Permit entitlements

A maximum of three Resident/Visitor Permits (with a maximum of two visitor permits) are allowed per address.

A maximum of three Foreshore Parking Permits are allowed per address.

When does coverage commence?

Resident/Combined/Foreshore Parking Permit coverage commences from the date your application is received.  If your vehicle incurs any parking permit-related infringements while waiting for the permit to arrive, they can be contested in writing to Port Phillip Parking Services (address on the rear of infringement ticket). A completed permit application provides 12 months coverage.

Visitor Parking Permits offer no coverage until the permit is received and displayed.  Once the application requirements have been met, please allow 5-10 working days for the Visitor Permit to arrive via Registered Post.

Visitor Parking Permit renewals are no longer issued at the Service Counters at the Town Halls.

Incomplete Resident/Foreshore Parking Permit Applications 

If you do not have all the supporting identification documents now for your Resident or Foreshore Parking Permit application, please submit your application with either payment or one piece of acceptable identification.  We will then be able to offer your vehicle three weeks of interim Parking Permit coverage.  Any fines received during this three week period can be contested through Port Phillip Parking Services and will be revoked if your permit would have exempted you.  By the end of these three weeks you will need to have supplied the rest of the ID (identification) and/or payment or the interim coverage will expire. 

Types of permits available

Type of Permit Reason
Resident For local residents to park close to their homes. The permit sticker is affixed to your windscreen. 
Foreshore For local residents to enjoy more convenient access to Port Phillip's foreshore. Exempts you from paying parking fees along both sides of the beach road (foreshore) and all public car parks located on the beach side of the foreshore. The permit sticker is affixed to your windscreen
Combined Resident/ Foreshore A single permit for parking close to your home and along the foreshore. The single permit sticker is affixed to your windscreen.
Visitor (transferable)

A transferable permit for your visitors. Parking privileges are the same as for a Resident permit. Because it can be transferred and used in any vehicle, the Visitor permit is a good option if you change vehicles frequently, or drive a car that is not registered in your name or to your City of Port Phillip address.

Other types of parking permits

Party - A temporary two-day/one-night permit with the same privileges as a Visitor permit.

Tradesperson - Short-term permits for tradespeople working at residential properties only.

Disabled Permit - A Disabled Persons' parking scheme operates in Victoria for people with mobility problems or a severe disability (application to be supported by your doctor).

Community Service - For community service organisations to visit a residential property in the City of Port Phillip.

How to apply

  1. Complete the application form (linked at the top of this page), indicating which permit/s you are applying for. 
  2. Read the Permit Information and Conditions.
  3. Submit your application to the council by fax, mail or in person to one of our town halls with the relevant supporting identification and payment.

Application process

Parking Permit Administration will commence processing your application.

Processing of your application may be delayed if your application is submitted with insufficient documentation or without payment.

When the processing is complete the council will mail out your permit/s. Visitor permits are delivered by registered post.  Please allow 5-10 working days for your permit to arrive.

Visitor Parking Permit renewals are no longer issued at the Service Counters at the Town Halls.

Permit information and conditions

What does a Resident / Visitor Parking Permit exempt me from?

Green "time limited" signs (excluding 15 minute zones and paid parking) and red "Permit Zone" signs that adjoin residential properties in the street of permit issue, any intersecting streets and any immediately parallel streets within the City of Port Phillip. (Please note that holding a current parking permit does not guarantee that a parking space will be available).

Resident / Visitor Parking Permits DO NOT exempt me from:

  • Paid parking locations
  • 15 minute zones
  • Parking outside non-residential properties (including "shop-top" housing, off-street car parks, shopping centres, commercial, industrial or community use properties).
  • Parking in off street car parks (including Pattison Street car park).
  • Neighbouring municipalities (please check with council if unsure where our boundaries lie).

What does a Foreshore Parking Permit exempt me from?

Paying the relevant fee at paid parking locations along both sides of the beach road (foreshore) and in the public car parks located on the beach side of the foreshore.  All time restrictions must still be adhered to.

Specific areas of coverage are:

  • Port Melbourne - Beach Street, Beach Street car park. Station Pier car park, Waterfront Place.
  • St Kilda - Jacka Boulevard, Beaconsfield Parade, Marine Parade, Marine Parade car park, Pier Road.
  • Middle Park / Albert Park - Beaconsfield Parade.
  • Elwood - Point Ormond car park, Elwood car park, Point Ormond Road.

(Please note that holding a current foreshore parking permit does not guarantee that a parking space will be available).

Foreshore Parking Permits DO NOT exempt me from:

  • Private car parks including St Kilda Sea Baths
  • The Palace / Palais car park & Shakespeare Grove car park
  • Parking bays that do not require a fee
  • Neighbouring municipalities (please check with Council if unsure where our boundaries lie).

General conditions

Resident / Visitor Parking Permits are solely intended to assist you / your visitors in parking within the vicinity of your home - they cannot be used to park when visiting shops, public areas or your place of employment.

Visitor Parking Permits cannot be transferred to anyone else for commuter or business parking.

Misuse of Parking Permits, particularly Visitor Parking Permits, reduces the parking availability for legitimate permit holders.  The City of Port Phillip and Victoria Police continue to investigate alleged permit misuse.  Misuse of Parking Permits may result in the withdrawal of all Parking Permit privileges for life and prosecution for any breaches of the relevant legislation.

Concession Card entitlements 
DVA Gold Card, Senior Health Care, Health Care and Pensioner Concession cardholders are entitled to their first permit free of charge and all subsequent permit for half price. Concession cards must show your address within the City of Port Phillip.

*Concession for Combined Resident/Foreshore permit
If the pension card-holder's first permit is a Combined Resident / Foreshore, the Resident component will be free and the Foreshore component will be half price ($10.50).

All Parking Permit fees are non-refundable and subject to change without notice.

A $250 replacement fee applies if your Visitor Permit is misplaced or lost.

Please note:

Vehicle Contract of Sale documents (and invoices) ARE NOT accepted as Vehicle Identification

# Identification must be less than eight weeks old. Verification of identification may be required when copies are provided.

** If driving an employer-issued vehicle, we require a letter from the employer (on official letterhead and signed  by a company director / fleet manager). The letter must state that you have primary use of the company-owned vehicle and confirm the overnight garaging address. If self-employed, please also provide a copy of the vehicle insurance policy OR vehicle registration certificate.

No Parking Permit Policy

One action pursued by the City of Port Phillip since 1997 has been not to issue resident or visitor parking permits to owners or occupiers of properties in instances where the developer / applicant for Planning Permit had not provided sufficient off street (on-site) car parking in accordance with the Planning Scheme or other council policies.  Foreshore Parking Permits are still permitted at No Parking Permit Note properties.

As of the 1 October 2002, this policy was extended to include all new residential developments* where the number of households increased on a property, irrespective of the level of off street parking provided.

Below is a link to all No Parking Permit Note properties within the City of Port Phillip.  This list is updated regularly however some new properties may not appear.  The validity for a parking permit at your residence is subject to verification at the time of application.
